THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION OR DRAWINGS AVAILABLE. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Naval Sea Systems Command (NAVSEA) PEO SUB seeks information as to potential qualified commercial sources with specific experience and expertise necessary to develop and produce a Ruggedized Non-Penetrating, Low Profile Optronics Mast for Imaging. The Ruggedized Low Profile Optronics Mast will have application to the Virginia Class and potential future submarine classes. The Ruggedized Low Profile Optronics Mast features shall include visual imaging, infrared imaging, laser range finding, special stealth features, a capable antenna suite with broad spectral coverage and direction finding, and specific Mission Critical (MC) functions as well as a significantly smaller housing as compared to the current program of record VA Class Optronics Mast. Candidate systems are required to have the capability to be integrated and interoperable with the Universal Modular Mast (UMM) and Dip Loop assembly as well as below decks AN/BVY-1 and AN/BLQ-10 hardware/software for the applicable platforms. The Ruggedized Low Profile Optronics Mast shall meet the requirements of a performance specification (currently in draft) with a particular focus on ensuring MC Functions meet Grade A shock requirements. The performance specification document will not be posted as an attachment to this sources sought notice. Interested parties may request an unclassified version of the draft performance specification from Ryan Hackett via email at ryan.hackett1@navy.mil. Responsible sources should provide technical information addressing the following areas: 1)Performance and Survivability a)Provide a detailed technical approach addressing the Ruggedized Low Profile Optronics Mast MC functions and their ability to meet MIL-S-901D Interim Change 1 as modified by VA Class Project Peculiar Document (PPD) No. 802-6337443 Grade A requirements during and after an underwater explosion (UNDEX) event. i.Provide a detailed technical approach to ensure pressure-proof integrity during and after an UNDEX event. ii.Provide a detailed technical approach that addresses preservation of connectivity and control of the MC functions during and after an UNDEX event b)Provide the overall technical approach to support non-MC functionality (as outlined in the Performance Specification) within the Ruggedized Low Profile Optronics Mast. c)Provide the overall technical approach to interface the Ruggedized Low Profile Optronics Mast with existing platforms and subsystems. i.Provide overall technical approach to interface the Ruggedized Low Profile Optronics Mast with the Universal Modular Mast (UMM) and Dip Loop assembly. ii.Provide an overall technical approach to address space, weight and power requirements iii.Provide an overall technical approach to interface with the Integrated Submarine Imaging System (ISIS), Electronic Support Measures (ESM), and other Non-Propulsion Electronics Systems (NPES) 2)Development and Fabrication Schedule - For the technical approach outlined in section 1) above: a)Provide an estimate time necessary to accomplish the design/development b)Provide an estimate time necessary to manufacture a first article Ruggedized Low Profile Optronics Mast c)Provide an estimate time necessary to completion of First Article Acceptance Testing d)Provide an estimate time necessary to finalize a Production Baseline. e)Provide an overall timeline of items 2)a) “ 2)d) explaining any interdependencies and/or parallel efforts 3)Design/Development Cost, Fabrication Cost and Testing Cost - For the technical approach outlined in section 1) above: a)Provide an estimate of costs to design/development b)Provide an estimate of costs for material/component procurements necessary to produce a first article c)Provide an estimate of costs to manufacture/assemble a first article d)Provide an estimate of costs to perform all First Article Acceptance Testing (FAAT) Interested sources are requested to provide unclassified company literature and/or provide a capability summary not to exceed 25 pages in length addressing the topics described above. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: Company name; Address; Point of Contact; Phone Number; E-mail address; and Level of Facility clearance. All information submitted in response to this notice shall be provided on or before 10MAY2013. Submit information both in hardcopy and on CD by mail to Neli Giliberto and Ryan Hackett at their respective aforementioned mailing addresses. Telephonic responses are not acceptable. The Government may not respond to any specific questions or comments submitted in response to this sources sought notice or information provided as a result of this sources sought notice. Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation shall become the property of the Government. The Government is not soliciting, nor will it accept proposals as a result of this sources sought notice. This sources sought notice is a market research tool being used to determine the existence of qualified experienced sources. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via NECO/FedBizopps and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SOURCES SOUGHT NOTICE.
