- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health (NIMH), intends to negotiate and award a purchase order on a noncompetitive basis to Nikon Instruments Inc., 1300 Walt Whitman Road, Floor 2, Melville, NY, 11747-3064, for the purchase of one Nikon A1, N-SIM, N-Storm confocal microscope for NIMH Laboratory of Molecular and Cellular Signaling in Bethesda, Maryland. The period of performance is three months from date of award. The National Institute on Mental Health (NIMH) has a requirement for one Nikon A1, N-SIM, N-Storm confocal microscope for NIMH Laboratory of Molecular and Cellular Signaling which is manufactured by Nikon Instruments Inc. NIMH requires the A1, N-SIM, N-Storm confocal microscope to conduct scientific research which will allow for the high resolution microscopy of biological samples. Specifically, the SIM and STORM components of the A1, N-SIM, N-Storm confocal microscope allow for more precise visual investigation. The 10x resolution over conventional confocal microscopy allows more precise understanding of cellular cytoarchitecture as well as protein to protein interactions which are critical to understanding neurobiological cell biology. This unique system also allows for 2x magnification over conventional technology for live-cell imaging that will increase the precision of the laboratory's understanding of protein interactions and localization. Nikon Instruments Inc. is the only manufacturer authorized to sell the complete Nikon A1, N-SIM, N-Storm system configuration. There are no other vendors authorized to sell the complete integrated system. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
