- Attachment J.11 Feed the Future Portfolio Briefer Attachment J.10 Feed the Future Learning Agenda Attachment J.9 PMP Indicator List Attachment J.8 Results Framework Attachment J.7 Country Development Stratey document Attachment J.6 Results Framework Document Solicitation Document USAID/Ethiopia intends to award a five-year, $8.5 million contract under the US Government's Feed the Future (FTF) Initiative through a competitive, full and open Request for Proposals (RFP). The Agricultural Knowledge, Learning, Documentation and Policy Project (AKLDP) will help transform the approach to evidence-based program and policy development and implementation in agriculture in Ethiopia in order to achieve Ethiopia's ambitious food security and nutrition objectives. AKLDP will work at three levels. At the highest level, it will analyze GoE agricultural policy and FTF portfolio impacts and test USAID and AGP development hypotheses, including the USAID FTF Push-Pull Model. At a mid level, it will provide real time analysis of policies and projects and gauge the relative successes and challenges of the approaches utilized by USAID and the AGP program. At a lower, activity level, AKLDP will foster collaboration amongst those engaged in policy making or project implementation and management as a means of ensuring that evidence is translated into action. AKLDP will also ensure that learning from implementation feeds back into policymaking and programming and is incorporated into the evidence base of what works and what does not. Lessons learned from analyses and evaluations as well as collaborative learning that engages USAID, its implementing partners, AGP development partners and the GoE will be used to reach widespread agreement on ‘good practices'. AKLDP's overall objective is to assist USAID and GoE to achieve Development Objective #1 of USAID Ethiopia's Country Development Cooperation Strategy (CDCS): "Increased Agricultural Growth with Resilience." The outcome of AKLDP is: "Effectiveness of Agriculture and Livestock Development Programs in the "Three Ethiopias" Increased." In order for this outcome to be reached, it will achieve two intermediate results: 1) Improved GoE policies, regulations, and their implementation; and 2) Improved food security development programs of USAID FTF and GoE AGP.
