- SURF ASSESSMENT SOLICITATION THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 - STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-64. The associated North American Industrial Classification System (NAICS) code for this procurement is 541910. This requirement will be competed as a Total Small Business set aside under the corresponding size standard of $14.0M. The Government anticipates the award of a firm-fixed-price purchase order. The National Institute of Standards and Technology (NIST) requires assessment of its Summer Undergraduate Research Fellowship (SURF) Program to comply with the federal governments need to assess Science, Technology, Engineering and Mathematics (STEM) education programs to show effectiveness of the program for the funds expended, and benefits, if any, experienced by participation in the program.
