- Unix/Windows Servers Procurement Options RFI from NIH/CIT/DCSS RESPONSE INFORMATION This Request for Information (RFI) is for information and planning purposes only and shall not be construed as either a solicitation or obligation on the part of the U.S. Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date. Generic corporate marketing materials, which do not address the requirements set forth below, should not be submitted. The NIH Division of Computer System Services (DCSS) within the Center for Information Technology (CIT) mission is the following: 1) plans, implements, operates, and supports centrally owned or administered scientific and administrative computing resources for NIH enterprise use and for other government agencies. Ensures interoperability among those resources and between them and other computing facilities owned by customer organizations; 2) promotes awareness and efficient and effective use of these computing resources by customer personnel through training, presentations, consultations, and documentation; 3) investigates new and emerging computing requirements of customer scientific and administrative programs; and 4) conducts research and development to identify, evaluate, and adapt new computer architectures and technologies to meet those requirements and to enhance current offerings. The Hosting Services Branch (HSB) develops, implements, manages, and promotes secure, highly available, enterprise hosting services for CIT customers using centrally managed resources. HSB provides service and application hosting on centrally managed, general-purpose systems running the Windows and Unix operating systems; provides systems architecture, integration, and consulting services to CIT customers. HSB evaluates, selects, and recommends new technologies supporting the Windows and Unix platforms; collaborates with CIT customers and staff to evaluate and deploy new information technology solutions and services on the Windows and Unix platforms. As in integral part of its Windows and Unix hosting functions, HSB provides centrally managed Oracle and SQL Server database servers. Application firewalls are also managed for customers seeking such security measures. The Hosting Services Branch desires to look at alternate methods for procuring Unix and Windows servers through either a leasing arrangement, servers on-demand or any other option that does not involve a capital purchase and is investigating this capability under the GSA Schedule. The sample technical requirements are listed on Attachment A. The general requirements are as follows: • To have equipment brought in as needed with a relatively short turn-around time from request to delivery (approximately 2 weeks) • To have the hardware owner manage the maintenance contracts and CIT/DCSS manage the hardware and will need to be able to place service calls 24x7 on the hardware or where deemed mutually acceptable • To have a sufficient supply on hand of spare parts and less than 24x7 coverage The use of Oracle and Hewlett Packard, Brocade and F5 hardware is a constraint; other comparable manufacturers will not be considered. In order to respond to this notice, firms must be able to clearly convey its experience and/or ability to provide the requirements listed in this RFI. Each response should include the following Business Information: a. Company Name; b. Company Address; c. Company Point of Contact, Phone and Email address; d. Current GSA Schedule Contract Number appropriate for this RFI; e. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) Firms that meet the requirements described in this announcement are invited to submit their capability statements. After the capability statements are provided CIT/DCSS may contact the vendors to request an onsite meeting to further discuss the various options provided by the vendors. All information must be received no later than 3:00 pm EST on Monday, March 20th. Interested firms capability statements may not exceed 10 pages excluding the cover page.
