- The Commodity Futures Trading Commission ("CFTC" or "Commission") intends to award a sole source contract using FAR Part 13 procedures to Jean Webb, formerly Secretary of the Commodity Futures Trading Commission for Support to the Office of the Secretariat (OS). OS provides administrative support for official Commission activities; coordinates the preparation and dissemination of policy documents; controls the flow of information to the Commission; and distributes Commission documents. Two critical positions in OS are vacant, the Secretary and the Assistant Secretary for the Commission. Recruitments are underway to fill both vacant positions, however, the matters to be reviewed, assigned and disseminated continue to grow causing not only a backlog, but, severely impacting the Commission's meetings and agenda as well as delaying critical Commission deadlines. Until these positions are filled and the growing backlog is resolved, the CFTC OS has a need for temporary assistance. In addition, responsibility for all matters includes support for the "Commission Review" which disseminates and facilitates review of absent objections and seriatim as well as receiving and posting documents to the SharePoint site and the CFTC tracking system. Finally, tracking controlled correspondence and recommending draft new guidance as necessary is critical to reducing the backlog, along with supporting the Secretariat in tracking letter requests and exercising CFTC tracking requirements. Due to the short-term time period and the growing back-log of matters, experience and expertise within the CFTC process is an urgent requirement. Prior to retirement, Ms. Jean Webb served at the CFTC, Office of the Secretariat/Office of the Executive Director for approximately 29 years, 22 of which were as the Secretary of the Commission and 7 years as the Deputy Secretary of the Commission. Ms. Webb's 29 years of CFTC intimate, historical experience in the Office of the Secretariat/Office of the Executive Director; understanding of the evolving history of Commission matters; her coordinating experience, and her ability to recognize and coordinate each individual matter while accurately processing documents appropriately combined with her knowledge and experience utilizing CFTC's Share Point system, the Administrative Procedures Act and Sunshine Act make her uniquely qualified to accurately and expeditiously assist in reducing the existing backlog of matters. The proposed contract award to Jean Webb will be for a period not to exceed one year. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
