Description

Synopsis of notice of intent to award Sole Source Contract: The Air Force Life Cycle Management Center (AFLCMC), C-130J Branch intends to award a sole source contract to Honeywell Aerospace to provide navigational database updates in the Honeywell proprietary format to the C-130J Communication/Navigation/Identification (CNI) system. The contractor must both convert flight data into the ARINC 424 format, and then from the ARINC 424 format to the C-130J Honeywell proprietary format, every 28 days (one cycle). A Sources Sought was posted to FBO on 30 Nov 12, with no responsible offerors responding by the closing date of 17 Dec 12. This notice of intent is not a request for competitive proposals. No other source has the ability to provide the required format for the C-130J Navigational Database. AFLCMC will award a Firm Fixed Price contract for 22 cycles to the database updates directly with Honeywell. The Government intends to award the effort pursuant to the authority of 10 U.S.C 2304 (c)(1) as implemented by FAR 6.302-1 since Honeywell is the only firm that possesses the necessary knowledge, experience, and technical data required to support the CNI system.
