Description
-Section L This pre-solicitation notice is to provide a DRAFT Request for Proposal (RFP) for the United States Marine Corps for system upgrades to the Family of Combat Convoy Trainers (FCCT). The anticipated acquisition strategy for this requirement is full and open competition under FAR Part 15. The system upgrades will be for hardware and software components to USMC Combat Convoy Simulator (CCS) training systems located at Twenty-nine Palms, CA, Camp Pendleton, CA, Camp Lejeune, NC, Kaneohe Bay, HI, and Okinawa, JP, and the USMC Virtual Combat Convoy Trainer/Reconfigurable Vehicle Simulator (VCCT/RVS) training systems located at Camp Upshur, VA. Options exist for the US Navy CCS's at Gulfport, MS and Pt. Mugu, CA. The FCCT facilitates training for convoy tactics, techniques and procedures, use of weapons in compliance with the rules of engagement, and verification and validation of unit standard operating procedures. In addition, the FCCTs provide an immersive convoy operation training environment for re-supply, patrol, logistics support, high value target extraction, MEDEVAC, call for close air support, and call for fire. This upgrade will encompass the following: • Upgrade of hardware and software components to all FCCT training systems to include workstations, servers, monitors, network devices, projectors, image generators, and operating systems. • Maximize FCCT system performance and maintainability • Transition the VCCT/RVS and CCS into a single FCCT hardware and software baseline • Maintain the existing terrain databases and visual models •Two years of contractor operator-maintainer support to follow completion of system upgrade In order to accomplish this upgrade, the contractor will be required to understand the complexity of the major FCCT system components to include: • Student Stations - HMMWV and MTVR vehicle cabs with WAGO I/O interface • Simulation System - Simulation Intelligence (SIMI) • Image Generation System - Scalable Adaptive Graphics Environment (SAGE) • Multi-channel, 8-sided, 360 degree Field of View environment • Synthetic Terrain Databases and 3D Models • Input/Output Network System • Distributed Interactive Simulation (DIS) / High Level Architecture (HLA) Interface • Instructor Operator Station (IOS) • Single and Multi system mode (Systems networked to operate 7 to 12 student stations and controlled from one IOS • After Action Review (AAR) System • Meggitt Simulated Weapons System • Projection System • Simulated Radio System The CCS and VCCT/RVS training systems were developed and fielded by Lockheed Martin, Global Training and Logistics. The software source code for the SAGE and SIMI components are proprietary to Lockheed Martin. This system upgrade effort will require the contractor to provide a system that utilizes, to the fullest extent possible, Commercial Off-The-Shelf (COTS) components in the upgrade of the training system. PRE-SOLICITATION CONFERENCE A pre-solicitation conference is scheduled at Marine Corps Systems Command, Program Manager Training Systems (PM TRASYS), Orlando, FL on 25 March 2013. The conference will be held in Partnership III Rm 321B from 1300-1530 and will discuss the contracting strategy and the sections of the Draft Request for Proposal. Each company is restricted to two attendees. Each company interested in attending the Pre-Solicitation Conference must contact Janet Fondriest at janet.fondriest@usmc.mil (Contract Specialist) and Annette Pike (Product Manager) annette.k.pike@usmc.mil no later than 15 March 2013 to submit name(s) of attendees. DEMONSTRATION OF SYSTEM (a) A demonstration of the Family of Combat Convoy Trainers (FCCT) system, which shall be UNCLASSIFIED, will be performed at Marine Corps Base, Camp Lejeune, NC for the Combat Convoy Simulator (CCS) system and at Marine Corps Base Quantico, VA (Camp Upshur) for the Virtual Combat Convoy Trainer/Reconfigurable Vehicle System (VCCT/RVS). This demonstration will be performed prior to submission of proposals and will be used to allow bidding parties a chance to view the system. (b) The demonstration of the CCS system at Camp Lejeune, NC will be on 1 April 2013 from 1400-1700. The demonstration of the VCCT/RVS system at Quantico, VA (Camp Upshur) will be on 2 April 2013 from 1500-1800. VISIT REQUESTS AND SECURITY REQUIREMENTS (a) Those offerors who wish to visit Camp Lejeune, NC and Quantico, VA shall comply with the following Visit Request/Security Requirements. DUE TO CONTINUED DEPARTMENT OF DEFENSE THREAT CONDITONS, IF THE ATTENDEES NAMES ARE NOT AS SPECIFIED BELOW, THEY WILL NOT BE PERMITTED ABOARD ANY OF THE FACILITIES. (b) Visit requests must be provided via email (scanned in Adobe format) to the following PMTRASYS personnel NOT LATER THAN 18 MARCH 2013: Janet Fondriest, Contract Specialist, Email: janet.fondriest@usmc.mil Annette Pike, Product Manager, Email: Annette.k.pike@usmc.mil ALL VISIT REQUEST PAPERWORK MUST BE RECEIVED BY THE PMTRASYS CONTRACTING SPECIALIST NO LATER THAN 18 MARCH 2013 IN ORDER TO HAVE ACCESS TO THE RESPECTIVE SITES; BASE REQUIREMENTS (and appropriate forms) ARE OUTLINED BELOW. ALL CURRENT ID'S MUST MATCH INFORMATION PROVIDED. THE POSSESSION OF A MILITARY ID CARD DOES NOT GRANT PERMISSION TO ENTER THE BASE AND ATTEND THE DEMONSTRATION OF SYSTEM CAPABILITY. ALL PROSPECTIVE BIDDERS ARE ENCOURAGED TO ATTEND EACH LOCATION. ALL ATTENDEES SHOULD WEAR APPROPRIATE CLOTHING FOR THE LOCATION. A MAXIMUM OF TWO (2) PERSONNEL FROM EACH COMPANY MAY ATTEND THE PRE-SOLICITATION CONFERENCE AND DEMONSTRATION OF SYSTEM CAPABILITY. The purpose of the information in this draft pre-solicitation is subject to change prior to release of the final RFP. The final RFP is scheduled to be released within the next 60 calendar days.
