Description

PRE-SOLICITATION ANNOUNCEMENT The Department of Veterans Affairs, Office of Acquisition Logistics and Construction, National Acquisition Center, Business Resource Service, Hines, IL provides notice of its intent to issue a requirement for Construction Services that will be performed at the VA Hines Building #37, Hines, Illinois. An Invitation for Bid (IFB) will be issued on or about March 29, 2013 in anticipation of a firm-fixed priced construction contract award, for Project 796-10-017, to construct a Storage Building and Parking Lot Expansion that will include the relocation of existing underground gas main, a new detention basin, and new storm water bypass at Building #37, Hines, Illinois. The successful contractor will completely prepare site for building operations, demolition (to include removal of existing structures and certain other items), and furnish all labor and materials in the performance of work, in the effort to accomplish the stated task as shall be stipulated in the drawings and specifications. Work will include but will not be limited to phasing, general construction, alterations, restoration, mechanical, plumbing, electrical, fire protection, and security systems. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms (100% set-aside for Service-Disabled Veteran-Owned Small Business firms only). All prospective contractors must be registered in Central Contractor Registration (CCR) and verified in the VetBiz website, www.vetbiz.gov, to be considered for award. The solicitation will be posted on www.fbo.gov on or about March 28, 2013. Bid opening will be on or about April 29, 2013. Bidders are responsible for monitoring and downloading any amendments from FedBizOpps which may be issued to this solicitation. The contract cost range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 million applies. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Officer will not be able to answer any questions to this notice until an IFB has been formally issued. Once an IFB has been formally issued, questions will only be answered that are received by Request for Information (RFI). The Contracting Office will not maintain a bidder's mailing list at this point. All interested parties should register via FedBizOpps interested vendors list. Do not contact the Contracting Officer for General Contractor Information. It is the responsibility of the bidder to monitor and download amendments from FedBizOpps which may be issued to this notice and or resulting solicitation.
