- The Tongass National Forest anticipates releasing a solicitation, numbered AG-0116-S-13-0003, on or after April 1, 2013, for the Yakutat Employee Housing Design-Build project. This project will result in the site work and construction of up to three single-family residential houses near Yakutat, Alaska, on Forest Service property near the airport. This will be a Two-Phase Design-Build solicitation under FAR Subpart 36.3. The result of Phase One will be up to four firms selected as the most qualified to progress to Phase Two. The result of Phase Two will be one contractor who will have responsibility for designing and constructing the houses. The Forest Service will only award one contract as a result of this solicitation at the end of Phase Two. The Phase Two selection will be a best-value decision using the trade-off process described in FAR 15.101-1. We envision stick-framed construction build for local conditions and meeting the 2009 ICC family of codes, including compliance with the Alaska Building Energy Efficiency Standard (BEES). Site-built, modular, or pre-fabricated construction is acceptable; manufactured housing is not. We are not specifying the floor plan. The building are to be 3-bedroom 2-bath homes with approximately 1600 square feet interior habitable space and an attached approximately 600 square foot garage. Roof extensions are required to form a covered walkway on two sides of the house fo protection and access during heavy snow. The contractor will have responsibility for connecting to electric and water systems, and installation of on-site wastewater treatment systems. Driveway pads are already constructed. This is the same requirement that was previously posted here on FedBizOpps as a sources-sourght synopsis under solicitation number AG-0116-SS-13-0003. Please note that this current pre-solicitation notice is numbered AG-0116-S-13-0003 (with one "S") while the previous sources-sought synopsis was numbered AG-0116-SS-13-0003 (with a double "S"). All prospective offerors should visit the previous posting AG-0116-SS-13-0003 for background information and the current draft Statement of Work and Site Plan/Drawings. The estimated magnitude of this project is between $250,000 to $500,000 for each house, or between $1,000,000 and $2,000,000 for all three houses. Yakutat is not connected to the continental road system, and is accessible only by water or air. We intend to conduct Phase One and Phase Two in the spring and early summer of 2013, with contract award in mid- to late summer of 2013. We contemplate inviting offerors to propose two two performance schedules, one of six months in duration and one of twelve months in duration -- the Government's selection of a six-month or a twelve-month period of performance will depend on the pricing. We anticipate a total small business set-aside. The solicitation will be released via this FedBizOpps website. Prospective offerors should visit this site from time to time on or after April 1, 2013, to download the solicitation. They should also continually re-visit the site afterwards to look for solicitation amendments or other postings affecting the acquisition. The Phase One proposals will be due approximately thirty days after the solicitation release. Questions regarding this acquisition should be directed to the contracting officer by fax to 907-228-6254. The fax should clearly reference the solicitation number AG-0116-S-13-0003 and the project name Yakutat Employee Housing Design-Build. Please, no e-mails or phone calls -- but we are very interested in industry questions and helpful comments and we encourage use of the fax for this purpose. Comments intended to be helpful in the development of the Phase One solicitation should be submitted sooner rather than later. Prospective offerors are encouraged to carefully review of the draft Statement of Work and Site Plan/Drawings already posted on the sources-sought page. Prospective offerors are also encouraged to visit the work site at their convenience -- a hosted site visit is not planned, but the site is accessible (maybe snow-covered at present, but accessible). The contract clause at FAR 52.236-6, Site Investigation and Conditions Affecting the Work, will be included in the resulting contract. We appreciate your interest in this project.
