Description

THIS IS A PRE-SOLICITATION ANNOUNCEMENT for the Menlo Park Upgrade Entry at 795 Willow Road, Menlo Park, CA, VA Palo Alto Health Care System (VAPAHCS). The Department of Veterans Affairs (VA), Veterans Integrated Service Network 21 (VISN 21), Network Contracting Office 21 (NCO 21) will be issuing a solicitation for Project Number: 640A0-12-204FCA Project Title: MPD - UPGRADE ENTRY, ROADS, PARKING, AND LIGHTING. Scope of Work includes but is not limited to demolition and removal of existing paving, sidewalks, hardscape, landscape, existing irrigation, electrical feeds, site lighting, way finding signage, monument signage, signal poles, curbs, gutters, utility infrastructure, catch basins, fire hydrants, walls, fences, medians, existing trees, relocate existing flag pole and existing road ways. All work to completed as specified by drawings and specifications. The contractors level of work will also include the realignment of Hospital Plaza, a new parking lot, the replacement of the demolished items listed above with all of the follow new items, but not limited to paving, new curb stops, sidewalks, hardscape, decorative concrete, concrete base, painting and striping, landscape, irrigation, vegetated drainage swales, preserve existing trees, footings, curb ramps, new electrical feeds, site lighting, way finding signage, monument signage, signal poles, curbs, gutters, utility infrastructures, catch basins, man hole covers, fire hydrants, low seat walls, fences, medians, relocate existing bus stop, new bus stop and shelter pad and new trees as stated in the specification and construction documents. Offerors are advised to check www.fbo.gov frequently as they are responsible for obtaining amendments. This project shall be completed within 180 calendar days from the notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 236220 (Commercial & Institutional Building Construction). The Small Business Size Standard for this NAICS code is $33.5M. Project magnitude is between $2,000,000 - $5,000,000. The Government intends to ISSUE THIS SOLICITATION AS A 100% TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE IN ACCORDANCE WITH PUBLIC LAW 109-461, the Veterans Benefits, Health Care, and Information Technology Act of 2006. This law provides VA with unique authority to conduct set-aside and sole source procurements with Small Businesses owned and operated by Veterans. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, and the System Award Management (SAM) www.sam.gov formerly known as "Central Contractor Registration (CCR)" and "Online Representations and Certification Application (ORCA)". Please ensure that all certifications and representations are updated in SAM. This acquisition is solicited pursuant to Public Law 109-461, 38 USC section 8127, as a Service-Disabled Veteran-Owned Small Business Set-Aside. Additionally, this acquisition will be conducted in accordance with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process (LPTA). All offeror's shall be registered with www.vetbiz.gov and www.sam.gov prior to receiving a Government contract award. The Government intends to award a firm fixed price contract in accordance with all terms, conditions, provisions, specifications, drawings and schedules of the solicitation. Detailed information for access to drawings and specifications for this project will be made available in the solicitation. Qualified contractors are encouraged to attend a pre-proposal conference / site visit. The exact date, time, and additional information shall be provided in the solicitation. The solicitation is expected to be released on or about April 22, 2013. Unless additional notice is given or this notice is modified, the solicitation will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a pre-solicitation notice synopsizing an upcoming competitive construction project to satisfy the requirements of FAR 5.201, 5.203 and 36.213-2.
