- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The Clinical Center, Office of Purchasing and Contracts, intends to negotiate and award a purchase order on a noncompetitive basis to Philips Healthcare, 22100 Bothell Everett Highway, Bothell, WA 98021 for a service agreement for the existing Government-owned Philips Ultrasound, model iE33 and X7-2t Transducer. The period of performance is 12 months. The Biomedical Engineering and Property Management Section (BEIP) has a requirement for a service agreement for the Government-owned Philips Ultrasound, model iE33 and X7-2t Transducer manufactured by Philips Ultrasound. BEIP continues to require this service agreement so that the existing Philips Ultrasound, model iE33 and X7-2t Transducer are properly maintained for continued usage. These instruments are critical for the clinical needs of managing patients with cardiac disease at the National Institutes of Health in Bethesda, Maryland. The service agreement for the Philips Ultrasound iE33 includes the following: 1- Proprietary operating system software enhancements without hardware changes (excludes software upgrades) 2- Unlimited Technical Services & Clinical Applications Telephone Support 3- 35% discount off list price on the purchase of eligible transducers upgrades and Clinical Education tuition purchased with the upgrade 4- Priority Remote Service response (requires connection to Remote Services network) 5- All labor and travel during standard hours of coverage - Mon-Fri 8am - 5pm, excluding holidays 6- All parts (including transducers) that fail during normal use 7- Accidental Transducer Damage Protection: Coverage at 50% off the Service Exchange Program price 8- Equipment Planned Maintenance services per manufacturer specifications performed during standard hours of coverage 9- Priority scheduling for service calls and access to spare parts inventory 10- On-Board system diagnostics The service agreement for the Philips Ultrasound X7-2t Transducer includes the following: 1- Priority customer response 2- All labor and travel during standard hours of coverage-Mon-Fri, 8am-5pm, excluding holidays 3- All exchanges due to normal non-accidental failure 4- Accidental damage protection at 50% off the Service Exchange Program price 5- Two equipment planned maintenance services performed during standard hours of coverage (for transducer only) 6- Unlimited technical services telephone support Philips Healthcare is the manufacturer of the Philips Ultrasound, model iE33 and X7-2t Transducer. Due to warranty constraints, Philips Healthcare's customer support engineers are the only authorized individuals permitted to conduct service on their own equipment. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Stacey Polk, at spolk@cc.nih.gov.
