Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This proposed procurement is for 7.62mm Special Ball Long Range, MK 316 MOD 0 small arms ammunition (minimum quantity of 30 Cases, maximum quantity of 3,501 Cases; 1 Case = 920 rounds) manufactured in accordance with government specifications and drawings. Award of 5-year firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract is anticipated. Delivery is required within 90 days after receipt of delivery order, FOB destination, with inspection and acceptance performed at source. This is a restricted competition acquisition, per FAR 6.302-1, only one responsible source. The Government intends to award on a sole source basis to Federal Cartridge Company. Lot Acceptance Testing requires a minimum of 200,000 rounds and a maximum of 500,000 rounds be made available within 120 days of contract award. To be eligible for award, contractors must be properly registered in the Government(s) System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. This will be a modified commercial item acquisition due to military packaging requirement MIL-DTL-46506E. The solicitation will be available on or about 03 JUN 2013 at the following address: http://www.fbo.gov. Solicitation attachments will be posted at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. Contractors must be properly registered in the Government(s) Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
