- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Sole-Source basis Lightweight Container Engineering Services from Maricelis Roman Miranda (DBA: Innovations in Research and Engineering) DD23 PR102 KM 17.1, Cabo Rojo, Puerto Rico, 00623. Innovations in Research and Engineering is the only entity with the specialized set of skills required by NSWCDD, and the ability to partner with the University of Puerto Rico-Mayaguez to fulfill this requirement. See the attached Statement of Work and Contract Data Requirements Lists for detailed specifications. Travel costs must be in accordance with Joint Federal Travel Regulations (JFTR). Please include any shipping/freight costs for FOB Destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at https://www.ccr.gov. A formal request for quote will not be issued as all items are identified in this synopsis. Quote is due 3/18/2013, no later than 12:00 p.m. (local NSWCDD time) with an anticipated award date by 4/1/2013. Quotes may be submitted by Email in Microsoft Word or Adobe pdf format to bret.coons@navy.mil or by Fax to: 540-653-0592. Email or Fax should reference Request for Quote N00178-13-Q-4311 in the subject line.
