Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) in Subparts 12.6 and 13.105, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisitions Circular (FAC) 2005-66, February 28, 2013. This procurement is a small business set-aside. The applicable NAICS classification code is 333618 with a size standard of 1,000 employees and PSC 2815. SPECIFICATIONS: The National Park Service, Glacier Bay National Park & Preserve (GLBA) is soliciting quotes for charge air coolers. LINE ITEMS: Line Item 00010: MESABI Charge Air Cooler 275kw L&M Radiator Mesabi Charge Air Cooler, Part Number 120066 Quantity: 2 EA The minimum needs of the Government are for a Charge Air Cooler with the following performance characteristics: Air-to-air heat exchange radiator (Charge Air Cooler) with field replaceable tubes in the radiator core without the use of welding or brazing. The radiator must be capable of cooling 880 cfm of 430 degree F air at 81" Hg pressure to 120 degrees F at a 77 degree F ambient air temperature. The maximum pressure drop across the CAC should be 3" Hg or less. The electric motor on the fan should be suitable for use with a variable frequency drive. Overall dimensions of the unit should be less than 48" tall, 48" wide and 38" deep, including motor. The equipment should be suitable for installation in an outdoor location exposed to wind rain and snow with temperatures that range from -20 to + 80 degrees F. The radiators are to be used for charge air cooling in association with a diesel engine generator. BRAND NAME JUSTIFICATION: The use of the following L&M Radiator Mesabi Charge Air Cooler, Part Number 120066 is essential to the Government's requirements, thereby precluding consideration of a product manufactured or installed by another company: There are no other domestic manufacturers of this type of equipment that provide a product that is field repairable. All other sources produce equipment that requires removal of the core and then a welded or brazed repair, which cannot be performed onsite by the staff available. Other manufacturers produce charge air coolers that are not field repairable, but do meet the performance requirements, however none of them are small enough to fit in the space available. Use of these other products would require the construction of a shelter to protect the units from the elements as well as shipping the cores offsite for repair. Quantity: 1 AU Delivery: Delivery date 12 weeks from date of award, estimated to be June 24, 2013. CLAUSES AND PROVISIONS: The following FAR provisions apply to this acquisition: 52.212-01, Instructions to Offerors-Commercial 52.212-02, Evaluation-Commercial Items.
