- The Naval Surface Warfare Center Panama City Division intends to award a sole source contract to Polestar Technologies Incorporated, 220-3 Reservoir Street, Needham heights, MA 02494, to acquire engineering and design support to complete development of a Carbon Dioxide (CO2) sensor to be integrated into the diver ™s mask. Presently, the CO2 sensor ™s output is provided to the diver as a simple light indicator. This procurement includes three options as follows: Option 1: Deliver indicators embedded in a porous polymer film that is suitable for viewing both red (CO2 sensor) and green (proper function indication) lights, capable of functioning in a high humidity, variable pressure and temperature environment. The contractor shall deliver six (6) prototype sensors. Option 2: Fabricate a fully integrated CO2 sensor unit embedded into a flow cell. Provide six (6) units for testing. Provide test results of the performance of the sensor unit integrated into a Mk16 re-breather. Provide six (6) second generation CO2 sensor systems after incorporating recommendations based on testing performed by Naval Experimental Diving Unit (NEDU) on the prior generation sensor systems. Option 3: Develop documentation necessary to support the Approved for Military Use (AMU) process including drawings, schematics and operation and maintenance (O&M) manuals in sufficient detail to allow repair, maintenance and accurate parts procurement by the end user (diver). This acquisition is sole source for the following reasons. Polestar is the designer and developer of the CO2 sensor whose output is provided to the diver as a simple light indicator. As the original designer and developer of the CO2 sensor, Polestar is the only company that can make the required updates to the sensor required by U.S. Navy fleet requirements. This procurement is for the direct acquisition of engineering services for continued development of a highly specialized equipment, including major components thereof, within the exact meaning of FAR 6.302-1(a)(2)(ii). Given the complexity of the CO2 sensor and the level of system knowledge required to integrate the sensor into the diver mask, Polestar is the only source possessing the requisite expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the design and integration services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. NAICS 334511 applies. Small Business Size standard is 750 employees. FSC AE24.
