Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division has a requirement for the Repair / Production of AN/SPS-49 Solid State Modular Components (SSM) including Solid State High Voltage Switch, Part Number 8242921-001, (5930-01-560-4413) and Bias Power Supply, Part Number 8242994-002 (6130-01-560-4419) in accordance with Statement of Work dated 24 September 2012 and Performance Specifications 8242921 and 8242994 as follows: CLIN 0001: Test/Teardown/ Evaluation of SSHVS; CLIN 0002: Firm Fixed Price Repair of SSHVS; CLIN 0003: Test/Teardown/Evaluation of BPS; CLIN 0004: Firm Fixed Price of BPS; CLIN 0005: Firm Fixed Price for the upgrade of BPS; CLIN 0006: Firm Fixed Price for new manufacture of SSHVS; CLIN 0007: Firm Fixed Price for new manufacture of the BPS; CLIN 0008: Data IAW Contract Data Requirements List, DD1423-1, Exhibit A, A001 through A008. Delivery will be FOB Destination, NSWC Crane, Crane, Indiana This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from Polarity, Inc., 11294 Sunshine Park Drive, Rancho Cordova, CA 95742. The anticipated 5-year Indefinite Delivery Indefinite Quantity, Firm Fixed Price Contract is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for this product can only be met by one manufacturer due to the contractor ™s unique knowledge and proprietary design as the Original Equipment Manufacturer and the anticipated duplication of costs incurred by the Government to compete are not anticipated to be recouped by that competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 29 March 2013. Closing date will be on or about 30 April 2013. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
