- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 8909 Medical Center Drive, Room 1E136, Bethesda, MD 20892-9705. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB) intends to procure on a sole-source basis with Carl Zeiss Microscopy of One Zeiss Drive Thornwood, NY 10594 for a service and maintenance agreement for a government owned Zeiss Nvision 40 focused ion beam/scanning electron microscope. This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Period of Performance shall be for twelve (12) months from date of Award. The contractor shall provide all labor, material and equipment to provide preventive maintenance for the government-owned Nvision 40 focused ion beam/scanning electron microscope. The contractor shall provide: 1) one (1) preventive maintenance inspection; 2) unlimited emergency repair within seventy-two (72) hours of first call; 3) all required replacement parts will be at no additional cost to the Government with the exception of consumable parts; and 4) free software upgrades where applicable. Contractor personnel shall have a minimum of two (2) years specialized factory training on Zeiss equipment or instruments within the last five (5) years in order to perform service to these instruments. Contractor shall provide current software updates to the operating system and shall provide Carl Zeiss parts and accessories if required during service. The Carl Zeiss scanning electron microscope was designed by Carl Zeiss Microscopy, LLC and require professional maintenance including scheduled service visits and periodic part replacement. Carl Zeiss is the only known firm that is capable of repairing and maintaining these state-of -the art Zeiss electron microscope. The internal components and mechanisms of these instruments are proprietary and Carl Zeiss LLC is the only known source capable of fulfilling the service contract on these instruments. 1) Carl Zeiss service engineers have the highest qualification for repairing the Zeiss confocal microscopes; they are specially trained in Germany on the latest models of the instrument. 2) Carl Zeiss holds multiple patents on these instruments and is the sole source of most of the replacement parts. 3) The parts of the confocal instrument require special handling and this handling needs the approval of Carl Zeiss in order to obtain warranty replacements. To sustain the high level of precision required for operation, periodic maintenance (beyond end-user ability) is required. Without such maintenance, generation of high quality, reproducible data is compromised. Because Zeiss is the sole vendor possessing the capability to inspect, repairs, upgrade, and maintain the NVision Electron Microscope. Zeiss is uniquely qualified to service NCI's electron microscope. For the aforementioned reasons, Carl Zeiss is the only known source for this procurement. This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on March 22, 2013. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
