Source Qualification Statement for A-10 Relay Box (1760) MANUFACTURE SOURCES SOUGHT FOR THE A-10 1760 RELAY BOX This sources sought synopsis does not constitute an Invitation for Bid (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and responses to it are voluntary. It should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. Since response if voluntary, the U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The Air force is issuing this manufacture sources sought announcement as part of a market survey for new manufacture of the A-10 1760 Relay Box, Part Number 362A2687P1, Cage 89954, NSN 5945-01-560-0159FJ. Responses to this Notice shall consist of an initial White Paper (not to exceed 3 pages) describing the offeror's capabilities with regard to manufacturing the 1760 Relay Box. The 1760 Relay Box is an avionics component that controls the three-phase 115 VAC and 28 VDC power to the A-10 weapons stations. The box consists of 18 relays and five external connectors. Manufacture of the 1760 Relay Box must comply with the following drawings and specifications: - 362A2687, Relay Box Source Control Drawing - 362A1335, Relay Box Performance Specification - 8R3-191-12, 1760 Relay Box Assembly Technical Manual The Government does not own sufficient build-to data to manufacture the 1760 Relay Box. Additionally, the government does not have any special test equipment for the 1760 Relay Box. The respondent must be able to demonstrate the ability to obtain or create those resources and technical data necessary to perform manufacture of the 1760 Relay Box in a timely fashion. If the offeror is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to manufacture assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information: point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Respondents provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. White paper responses to this Notice are due on or before 20 March 2013. Parties interested in manufacturing the 1760 Relay Box will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS). All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. For contractual information, interested vendors should contact the Contracting Officer listed herein, or the alternate Contracting Officer. Responses should also be provided to the Contracting Officer or Alternate Contracting Officer listed.
