- The Centers for Disease Control and Prevention (CDC), Procurement and Grants Office (PGO), and the National Center for Emerging and Zoonotic Infections Diseases, Division of Vector Borne Diseases (DVBD) located in Fort Collins, Colorado intends to award, on a sole source basis, a purchase order to Carter Bloodcare, 2205 HWY 121, Bedford, TX 76021.The purpose of this procurement is to acquire services to conduct a West Nile virus seroprevalence study using blood donor samples collected from a 4-county area in the Dallas/Ft. Worth metropolitan area. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). The applicable NAICS code for this requirement is 621991, Blood Banks, and the business size standards is non-profit. In order to accomplish this, DVBD must work with a local blood collection agency in the Dallas/Ft. Worth area to obtain a significant sampling of anonymized blood samples that were collected after the recent West Nile Outbreak from November to December 2012. The selected vendor would need to (1) supply blood donor samples, (2) process the samples in preparation for testing by CDC, (3) analyze results of the testing, and (4) provide a full report of the test results. The Performance Base Work Statement (PBWS) will be in full detail for services required. The period of performance will be a period of 12 months or upon services completed. Award will be made using Simplified Acquisition Procedures found in FAR Part 13 This requirement is a sole source requirement and is not a request for competitive proposals and no solicitation is available. Interested parties who feel they they possess the expertise and experience to perform this requirement are encouraged to submit capabilities statement demonstrating their ability to Desiree Harris by email at huq9@cdc.gov by 12:00pm Eastern Standard Time (EST) on March 13, 2013.A determination by the Government not to compete is solely within its discretion. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Proposals must be submitted via email to huq9@cdc.gov address to Desiree Harris, contract specialist no later than March 18, 2013, by 2:00pm. The anticipated award date will be on or about March 22, 2013.
