Updated March 7, 2013 - THIS NOTICE IS A PRE SOLICITATION NOTICE ONLY. THERE IS NOT A SOLICITATION DOCUMENT LINK OR ANY INDICATION WHERE THE SOLICITATION IS AVAIBLE BECAUSE THE SOLICITATION HAS NOT YET BEEN RELEASED. THIS NOTICE IS SEEKING INFORMATION ON FIRMS INTERESTED IN THIS WORK. WHEN THIS STATUS CHANGES, THE NOTICE WILL BE FURTHER UPDATED OR REPLACED. Updated -- The Indian Health Service (IHS), Division of Engineering-Dallas is soliciting a 100%, competitive Multiple Award Construction Contract (MACC) to provide indefinite delivery/indefinite quantity and construction efforts to support the Navajo Area Facilities Engineering, Navajo Indian Reservation, Northern Arizona and the Albuquerque Area Facilities Engineering Division Office and Sanitation Divisions in the State of New Mexico. This proposed contract is Set Aside for Small Business. A MACC is an Indefinite-Delivery Indefinite Quantity contract that is awarded to multiple firms who gives Indian Health Service the greatest confidence that they can meet our requirements. Contractors awarded the MACC would be given fair opportunity to compete for projects described in individual task order solicitations and would be expected to accomplish a wide variety of construction tasks, including renovation, additions/upgrades, and new construction integrating multiple construction trades/disciplines. The intent is to award to the most highly qualified firms as a result of the solicitation and evaluation by the source selection board. The selected Contractors shall provide for all labor, material, supplies, transportation, supervision and all other necessary items for complete and usable projects, performing all work in a workman like manner which are ordered and identified in each delivery order issued under this Multiple Award Construction Contract. Common trades which may be needed include, carpentry, plumbing, electrical, laborers, power equipment operators, cement workers, asbestos removers, painters, and miscellaneous construction trades identified in the Davis Bacon Wage Determination and other trades common to the construction industry. The Contractor will be required to perform multi-discipline construction, repair and remodeling work using these trade workers. The offeror's proposal must convey to the Government that the offeror is capable, possesses sufficient technical expertise and experience, possesses sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion such that the technical requirements are achieved and costs adequately controlled. IHS plans to include the following evaluation factors and sub-factors: 1) Technical Ability; 2) Past Performance; and 3) Professional Qualifications; 4) Management Approach; 5) SBA Socio-Economic Status; and Price. The contract period shall commence on the date of contract award and shall remain in effect for 365 calendar days or until the maximum contract dollar amount is reached, whichever occurs first. The maximum program combined value of all task orders from all awarded contracts will be $5 M to $15 M dollars per calendar year. There will be four (4) one year option periods which may be exercised at the Government's discretion with the same maximum award amount as the base year. There is no minimum guarantee for this contract. All Delivery/Task Orders will be competitively awarded (firm fixed-price) and contractors will be given a fair opportunity to compete with the other MACC contractors for the projects described in individual task order solicitations documents issued. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) codes, Sector 23 Construction, Sub-sector 236 Construction of Buildings, Size Standard $33.5M; Sub-sector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Land Subdivision, $7M and Sub-sector 238 Specialty Trade Contractors, Size Standard $14M. As well as, Offers are solicited only from business concerns that have active registrations in the Central Contractor Registration (CCR), and North American Industry Classification System (NAICS) Code 236220 and Code 236118 must specifically be included in the Offer's approved business plan. A Request for Proposal (RFP) utilizing best value source selection procedures described in Federal Acquisition Regulation (FAR 15.3) will be used. In using this approach, the Government seeks to award from six to eight (6 to 8) contracts to Small Business Firms that give the Indian Health Service the greatest confidence that they can meet our requirements identified in the evaluation factors presented. The offeror's proposal must convey to the Government that the offeror is capable, possess sufficient technical expertise and experience, possess sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion such that the technical requirements shall be achieved and costs controlled. A pre-proposal conference for this solicitation will be scheduled. The date and location will be published in the RFP. For all offerors intending to submit a proposal, conference attendance is strongly encouraged. Any documents related to this procurement will be available via the Internet only. No hard copies will be available, nor will telephone requests be accepted. Offerors are responsible for downloading their own copy of all documents pertaining to this solicitation. These documents will be available at www.fbo.gov on or about 15 Feb 2013. It is the contractor's responsibility to monitor this site for the release of any information in special notices or solicitation amendments. Offer due date and time for receipt of proposals will be set at the time the full solicitation is posted, but will not be less than 30 calendar days from the date of posting the full solicitation.
