This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below: ArmedXpert Module Integration S-AXOx0100, Qty 45 Annual Support & Updates - 2nd Yr Specifications: A complete DNA case management tool specifically designed to streamline the DNA interpretation process. Robust enough to deconvolute up to 3-contributor mixtures, the software further excels in ease-of-use and ease of customization for each lab's individual validated thresholds and protocols. quote mark ArmedXpert software allows the user to retrieve data exported from a genetic analysis system and then manipulate and interpret that data. It includes the ability to deconvolute mixtures using proportional allele sharing calculations. The software also has the ability to perform multiple statistical calculations to include stand random match probability and combined probability of inclusion calculations as well as modified random match probabilities (to account for allele drop-out), unrestricted random match probabilities, restricted random match probabilities, and the random match probability associated with multiple allele, anys. The software performs these calculations in a transparent manner and allows the user to see the formulas being using and the calculations performed. This allows users the ability and confidence explain the calculations occurring to others including during court testimony. The software also contains the capability to allow databases to be developed (such as staff databases) and have the samples automatically compared to these databases to help ensure the quality of your samples by checking for contamination. The software also has the ability to compare samples to one another within a case or between cases and visualize those comparisons for easy interpretation. Another functionality is the ability to create disposition forms for CODIS submission or CMF files for entry into CODIS. NicheVision has now added another functionality to the software which is the ability to visualize and manipulate data from the OSIRIS software program. All manipulation of the data to included, applying stutter, clicking off unwanted alleles, and a secondary smoothing of the data occurs within ArmedXpert. The benefit of using the OSIRIS software vs. the current software used for data analysis is the ability to better account for noise, pull up and other artifacts which will allow for a low analytical threshold. The updated ArmedXpert software allows the data from OSIRIS to be leveraged in the most beneficial manner. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed three (3) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of requirement. Contract Type - A Firm Fixed Price Contract is anticipated. Responses are due no later than 1:00 pm EST, 12 March 2013, and shall be electronically submitted to everlean.t.rutherford.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. All inquiries must be made in writing.
