Description
This notice is not a request for competitive quotations. The Bureau of Reclamation, Great Plains Regional Office intends to award an operation and maintenance (O&M) services purchase order to the City of Dickinson's Water Utilities Department for certain land management activities along Dickinson Dam and Reservoir located near Dickinson, North Dakota in Stark County. The required services include the following tasks: 1. General Dam Site Surveillance Inspections; 2. Gate Changes; 3. Vegetation Control Activities; and 4. Miscellaneous Maintenance Activities While Reclamation maintains the ultimate responsibility for the operation and maintenance of Dickinson Dam and Reservoir, the Government has delegated the administration of the reservoir's recreation management programs to the City of Dickinson's Parks and Recreation District. As such, Reclamation has found the City of Dickinson's Water Utilities Department to be the only source with local knowledge and experience necessary to successfully complete the required O&M services on an as-needed basis. Reclamation is undertaking this procurement pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations. The Government intends to award this requirement on or around April 5, 2013. Vendors that recognize they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration and potential quote evaluation, vendors shall submit their written Letter of Interest no later than March 25, 2013. The Government will not consider responses received after March 25, 2013 for this procurement. Vendors shall submit their response to this notice by mail to the Bureau of Reclamation - GP-5000; 316 North 26th Street; Billings, Montana 59101, by fax to 406-247-7798, Attn: Christine Mundt, or by e-mail to cmundt@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors shall additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 561210, Facilities Support Services. The applicable Small Business Size Standard is $35.5 million. It is solely within the discretion of the Government to make a determination to not compete this proposed action based on the responses to this notice. Reclamation will consider information received solely for the purpose of determining whether or not to conduct a competitive procurement. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, the Great Plains Regional Office's Chief of the Contracting Office has approved a Justification for Other Than Full and Open Competition, which will be made publically available at the Government Point of Entry within 14 days after contract award. Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website that consolidates the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The vendor's Duns & Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed through https://www.sam.gov/portal/public/SAM/ or by contacting the Federal Service Desk at 1-866-606-8220.
