- The Defense Human Resources Activity (DHRA) is seeking sources to provide the Defense Civilian Personnel Advisory Service (DCPAS) multi-brand name software and hardware devices to replace products that have reached end of life in the Defense Civilian Personnel Database System (DCPDS). The Defense Human Resources Activity (DHRA) is seeking sources to provide the Defense Civilian Personnel Advisory Service (DCPAS) multi-brand name software and hardware devices to replace products that have reached end of life in the Defense Civilian Personnel Database System (DCPDS). Background: The required items include software and hardware devices that support life cycle replacement (LCR) of equipment to include items required for the continued analysis, implementation, and development of the Enhanced Data Delivery management (EDDM) system for the DCPDS program. These specific devices are required as a single package since they directly integrate with existing equipment and software packages that are already in use and are fully integrated across each element contained within this procurement package. DCPDS is based on existing hardware, software, and proven devices already in production on this unique enterprise automated human resources (HR) system. The required servers make up the sole solution that meet the minimum technical requirements necessary for the operation of this system in the production and System Qualification Testing (SQT) environments. Description of Service/Supplies: The contractor shall provide the following multiple brand name products; (See Attached DCPAS Life Cycle Replacement Item List) Additional Information: This Sources Sought survey is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the brand name products described herein to minimize cost both to potentially interested parties and the Government. THIS REQUIREMENT IS FOR ALL OR NOTHING PRODUCTS. POTENTIAL SOURCES SHALL BE AUTHORIZED RESELLERS. A determination of the contract type, mechanism for procuring the supplies, and possible set-aside will not be made by the Government until after the market research has been completed. No proposals are being requested or accepted under this synopsis. The anticipated North American Industry Classification System (NAICS) code for this requirement is 541519. Responses: Qualified companies are encouraged to respond. Responses should provide the following information in response to this Sources Sought Announcement: 1. Business name and address, 2. Name of company representative and his/her business title. 3. Business size as it relates to the NAICS code and size standard stated in this Sources Sought announcement. 4. Contract types typically used for these types of services (e.g. firm-fixed price, cost reimbursable, indefinite-delivery indefinite-quantity, etc.) 5. Other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) federal Supply Schedules to include GWAC, BPAs, and/or any other Department of Defense contracts. Please include your company Contract Number if applicable. Interested parties should provide a statement of interest via email to the Contract Specialist hector.monge@osd.pentagon.mil. Respondents WILL NOT be notified of the results of this sources sought survey. No basis for claim against the Government shall arise as a result of a response to this Sources Sought or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this Sources Sought Announcement. Responses must be submitted no later than 11:00 AM EST Monday, March 18, 2013 via email (hector.monge@osd.pentagon.mil) or via facsimile (571-372-2599).
