Description
Bulk fuel requirement for Turbine Fuel, Aviation Grade JP8, conforming to Mil Spec MIL-DTL-83133 (National Stock Number: 9130-01-031-5816), delivered by truck to Al Dhafra Air Base, Abu Dhabi. Estimated Quantity to be purchased is 121.6 million US Gallons. The Delivery Period is from June 1, 2013, through March 31, 2014. Under the authority of FAR 6.302-1, this requirement has been identified for non-competitive contract action. Abu Dhabi National Oil Company for Distribution (ADNOC) is identified as the only source authorized to supply this requirement to Al Dhafra Air Base. It is DLA Energy's intent to enter into a contractual arrangement with ADNOC for this requirement. Other interested parties may submit a capability statement, including authorization from the Government of Abu Dhabi to supply this requirement, which shall be considered by the Government. Interested parties should submit capability statement to the POC by March 15, 2013. This notice of intent is not a request for competitive proposals. However, all capability statements by the closing date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to extend resulting contract on the same terms and conditions one or more times for a total of no more than six months. Notice of contract extension will be furnished to the Contractor not later than 30 days prior to expiration of the contract ordering period or any extension thereof. Nothing in this clause precludes the contractor from agreeing to an extension of the contract if the DLA Energy Contracting Officer fails to issue the notice prior to 30 days before the end of the ordering period.
