Description
ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT-ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO RFP PACKAGE TO DOWNLOAD. CONTRACT INFORMATION: The Naval Research Laboratory has a requirement for architectural and engineering services and anticipates awarding one Indefinite Delivery Indefinite Quantity (IDIQ) type contract as a result of this synopsis. It is anticipated that the maximum quantity required for this contract will be $500,000. The minimum value the Government will be required to order will be $25,000 and no single order will have a fee in excess of $300,000. This procurement is being issued as a Total Small Business Set-Aside. The North American Industry Classification System Code is 541310 and the small business size standard is $7 million. PROJECT INFORMATION: The contractor will be required to provide facility energy audits, assessments and recommendations (with estimated cost and savings) as it relates to energy (to include water) usage. The types of building at the Naval Research Laboratory are general laboratory space, office buildings, industrial warehouses, and other support facilities. The first order to be placed will provide for a comprehensive energy audit of approximately 1,000,000 square feet of space at NRL (one third of the space at NRL). The audit will survey the facilities, review energy and water usage, analyze current conditions and form recommendations. The cost of the recommendations will be prepared and compared with the potential savings. SELECTION CRITERIA: Firms responding to this announcement must do so in accordance with the evaluation criteria listed at FAR 36.602-1 and DFARS 236.602-1, which are listed below in descending order of importance: 1. The contractor shall provide specialized experience and technical competence in the type of work required, with significant emphasis on Architectural, Civil, Structural, Mechanical, Electrical, Environmental and Energy Management disciplines. This proof of specialized experience and technical competence must include, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. 2. The contractor shall provide professional qualifications of personnel and proposed subcontractors for the project. Examples must be provided for similar projects performed by the proposed team and the duties performed by each of the team members. If the proposed team has not worked together before, the firm must provide experience of the individuals with their proven ability to work in a diverse team environment. 3. Each contractor must also provide evidence of the firm's, as well as the entire team's, capacity to accomplish the work within the required time limits (usually twenty weeks for the each delivery order plus Government review time). Each contractor must demonstrate the firm's ability to juggle workload and to manage a number of projects at one time, such as would be required in an ID/IQ type contract environment. 4. The contractor must provide past performance information on contracts with Government agencies and private industry which demonstrates cost control, quality of work, and compliance with the performance schedules. Past performance information should include, at a minimum, documents such as: a. Letters of commendation/appreciation and b. A list of contracts, preferably IDIQ type contracts with multiple orders, including points of contact and phone numbers for references. 5. Contractors will be evaluated on their location, which typically should be in the general geographic area of the project, provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Contractors must be sure to include the location of each of the proposed subcontractors. 6. Contractors must provide the volume of work previously awarded to the firm by the Department of Defense (for the last twelve months). SUBMISSION REQUIREMENTS: 1. All contractors are advised that registration in the DoD System for Award Management (SAM) database is required prior to award of a contract. Failure to register in the DoD SAM database may render your firm ineligible for award. For more information check the DoD SAM website at www.sam.gov. 2. Interested firms having capabilities to perform this work must send their completed Parts I and II of the SF 330 to the mailing address set forth herein, ATTN: Contract Specialist Grace Pennington (3220GA), no later than 12:00 p.m. local time on or before the response date set forth herein. All offerors shall allow sufficient time for delivery of their proposal to the Contracting Office prior to the closing date and time announced in the solicitation. 3. Include the firm's DUNS number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the DUNS number for each subcontractor/consultant. 4. Interested firms shall submit one SF 330 and one copy. There is no set limit on the number of pages to be submitted; however, a proposal that is not clear, concise and coherent will not reflect well for the respondent. 5. Submissions may be hand-delivered to the Contracting Office, Naval Research Laboratory, 4555 Overlook Avenue, S.W., Washington, DC, 20375, Room 115, between the hours of 8:00 a.m. and 4:00 p.m. local time, excluding weekends and Federal holidays. NRL is a controlled-access facility. Photo identification will be required. Report to Building 72, Visitor Control, for access to NRL. After receiving a Visitor Pass, proceed directly to Building 222, Room 115, Contracting Office, to deliver the proposal. Questions regarding this announcement may be submitted via e-mail, facsimile, or mail; however, proposals submitted via e-mail or facsimile will not be accepted. The package should be marked with the solicitation number, due date, and time. 7. It is anticipated that the IDIQ type contract to be awarded as a result of this synopsis will have a period of performance of 24-months from the date the contract is awarded.
