Description
DESCRIPTION 1.0 CONTRACT INFORMATION General. This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR 36.6 and EP 715-1-7, Architect-Engineer Contracting in USACE. This acquisition will be used to procure highly specialized services required to provide continued Architect-Engineer (A-E) design services in support of the Facility Repair and Renewal (FRR) Program. The FRR program provides quick response to repair/renewal situations relating to the architectural, mechanical, electrical, civil, structural, instrumentation, communications, security, safety, systems, and cost, as well as environmental and hazardous materials abatement areas of Government facilities. Sometimes the Government accomplishes the FRR projects through other design/build contracts; however, some projects will require that an AE prepare a design package (work plan) that will then be executed by a construction contractor under another solicitation. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The U.S. Army Corps of Engineers' Huntsville Center is one of the Army's leaders in studies as well as execution, and partners with the Corps' project delivery teams, regional business centers/divisions, stakeholders and geographical districts to provide expertise and the highest quality research facility, life cycle support to the Department of Defense (DoD), other Federal agencies and foreign governments. In order to accomplish this objective Huntsville Center proposes to award a Restricted Small Business Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Task Order Contract (MATOC). These awards will be ID/IQ contracts, with a one (1) year base and four (4) one (1) year options; Firm Fixed Price (FFP) task orders will be negotiated, with secondary criteria being used as a tie-breaker, if necessary, in ranking the most highly qualified firms. It is anticipated that this acquisition will result in award of a target of three (3) contracts, with the Government reserving the right to award more, less, or none at all if it is determined to be in the best interest of the Government. Task orders (TO) will be awarded with FY13-17 funds, subject to the availability of funds, with a North American Industrial Classification System (NAICS) code of 541310. The total requirements expected to be awarded under the Facility Repair and Renewal Program on A-E contracts are anticipated to total approximately $9,000,000 over a period of five (5) years. This acquisition is a small business set-aside restricted competition. Contractors must be registered in the System for Award Management (SAM) and have the professional qualifications necessary for satisfactory performance of the required services. In accordance with FAR 52.236-23, Responsibility of the Architect-Engineer Contractor, the A-E Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services. In accordance with DFARS clause 252.236-7009, Option for Supervision and Inspection Services, the Contractor may perform any part or all of the supervision and inspection services for the construction contracts resulting from the A-E services, however, the A-E contractor will not be responsible for the direct performance of the construction itself. In accordance with FAR 52.219-14, at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor on a contract reserved for small business. 1.1 In accordance with FAR 36.209, the A-E Contractor and its subcontractors, suppliers, and consultants selected for award will not be considered eligible for DoD construction contracts that relate to any A-E Task Orders awarded under this contract. Potential Organizational Conflicts of Interest (OCIs) are also governed by FAR subpart 9.5. 2.0 PROJECT INFORMATION 2.1 Description of Work. The Facility Repair and Renewal A-E contracts provide all services required to prepare plans, specifications, work plans and other supporting documents necessary for execution of the FRR projects issued by task order. As part of the design effort the contractor may be required to survey the problem areas, evaluate and recommend solutions. The level of detail and format of the design packages may vary dependent upon the complexity of the FRR project. A complete design, including construction drawings, specifications, a bid schedule, an order of work clause, a construction contractor submittal register, quantity and cost estimated, construction cost estimates, a proposed construction schedule, design analyses and calculations, a design document report, an engineering considerations and instructions report, and a draft operations and maintenance manual shall be developed for each project. In addition to project designs the contractor may be required to conduct studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, preparation of parametric estimates, equipment and systems commissioning and other related services. 2.2 Location of Work. The scope may involve work in multiple locations throughout the Continental United States (CONUS), as well as Outside the Continental United States (OCONUS), to include: Alaska, Hawaii, U.S. territories and possessions, Puerto Rico, Kwajalien, Japan, South Korea, and Guam. All work shall be in accordance with the most current edition of all applicable codes at the time of each task order award. However, detailed instructions shall be specific in the TO. Particularly, OCONUS work is subject to requirement of host nation laws, status of forces agreement, etcetera. Other OCONUS locations may be added if deemed appropriate after an analysis of the regulations and international agreement terms between the U.S. and the respective foreign country. 3.0 SELECTION CRITERIA: The selection criteria for the basic IDIQ contracts are listed below in descending order of importance (first by primary criterion and then by each sub-criterion). Criteria (1) through (4) are primary. Criteria (5) and (6) are secondary and will only be used as quote mark tie-breakers quote mark among firms that are essentially technically equal. Price will not be used as a criterion. 3.1 Specialized Corporate Experience and Technical Competence: The firms shall submit specialized experience and technical competence in Government facility repair and renovation. The Prime or key subcontractors (i.e. any subcontract which equals 10% or more of the prime contract) shall provide examples of three (3) to five (5), with at least two (2) that were Government facilities, of design complete projects by either the prime firm or key subcontractor that demonstrate recent specialized experience and technical competency in sub-criteria (1) - (7) and shall have prior experience working together on at least one (1) of the examples provided in response to this synopsis demonstrating specialized experience and technical competence in Government facility repair and renovation. Recent experience is experience within the last five (5) years from the date of this announcement. If a project has a construction phase (i.e. design/build), the construction phase shall be complete, as required for the Past Performance References. The prime shall submit a letter of commitment signed by key subcontractors. The prime shall also submit letters of commitment for key personnel not currently employed by the prime or key subcontractor(s). A Sample Letter of Commitment is attached to this synopsis. Sub Criteria (1) - Recent experience in design of new facilities and design of renovations of facilities including but not limited to Barracks, Office/Administration facilities, Laboratories, Command Operations facilities, Warehouses, Morale Welfare Recreation/Non-Appropriated Funds facilities, and support functions of facilities (generators, power, water, steam). These examples should also demonstrate the firm's ability to incorporate Sustainable Design Development (SDD) and Leadership in Energy and Environmental Design (LEED) into designs to achieve federally mandated standards and energy goals. Sub Criteria (2) - Experience in Conversions. The adaptations should demonstrate space conversions (warehouses to office space for example) and working with existing systems in renovating portions of Office/Administration Facilities. Sub Criteria (3) - Rehabilitation of existing facilities of various types, sizes, and complexities. Sub Criteria (4) - Application of Anti-Terrorist/Force Protection criteria. Sub Criteria (5) - Specific technical capabilities in construction cost estimating, scheduling, value engineering, and materials testing. The technical capabilities should indicate the type of equipment or software used. Sub Criteria (6) - Compatibility with specific CAD equipment, and format of required CAD products. The contractor should demonstrate competency with Bentley Microstation CAD software, necessary equipment to run software, USACE A/E/C CADD standards, production of PDF files for advertisement and the ability to convert CAD production source files into fully functional, error free files of AutoCAD and other required CAD products. Sub Criteria (7) - Design quality management approach. Specifically, how will the contractor maintain the quality of the design and cost control. Describe what system is in place, or will be in place at the time of award, to assure the design quality is maintained. Provide a comprehensive description of how the Quality Control process will be executed including designation of the primary professionals who, apart from the key personnel design team members, will be responsible for quality review. CEHNC 1110-1-1 details the specific requirements associated with this acquisition. CEHNC 1110-1-1 can be located at http://www.hnd.usace.army.mil/engr/. 3.2 Professional Qualifications: The submitting firm must demonstrate that they are permitted by law to practice the professions of architecture and/or engineering work in at least one state, territory, or jurisdictions of the United States as required by FAR 36.601-4(b). The firm shall identify the professional qualifications and credentials of key personnel in the disciplines shown below that will be necessary for satisfactory performance of the required services. The Government will consider the qualifications, education, relevant experience, and training of licensed, registered, and/or certified key personnel and their longevity with their respective firm of the key management and technical personnel. Resumes shall be provided in SF-330, Section E for the following key personnel: Project Manager (Architect or Engineer), Architect, Electrical Engineer, Civil Engineer, Mechanical Engineers, Cost Estimator, Structural Engineer, Fire Protection Engineer (may be Mechanical Engineer with Fire Protection Certifications), must be registered or certified to practice in the appropriate professional field. Resumes shall be provided in Section E for the following personnel that are not required to be registered or certified to practice in their fields: Interior Designer and land surveyor. The resume for each of the above key personnel shall be provided in Section E must identify (1) at least one state, territory, or jurisdiction in the United States in which their registration is current and include their individual license number and (2) their qualifications and credentials that are relevant to the satisfactory performance of the services required herein. A resume shall be provided for the lead Cost Estimator who should have construction cost estimating experience. A resume should be provided for a LEED Accredited Professional (AP), which may be one of the personnel identified above. The evaluation of personnel will consider education, certification, training, registration, length of time with their firm, overall and relevant experience, and specialized experience as required above. Letters of commitment are required from key personnel who are not currently employed by the prime or joint venture (JV) at the time of submission. Letters of commitment are additionally required from any key subcontractor firms that will be providing key personnel. 3.3 Past Performance: Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS / PPIRS and other sources will be used for evaluation of the firm. ACASS is the primary source of information on past performance (DFARS 236.602-1(a)(4)) that the evaluation board will consider. ACASS / PPIRS may be queried for all prime / JV and key subcontractor firms. Performance evaluations for any key subcontractors will also be considered. Any credible, documented information on relevant past performance can be considered. The firm shall provide up to five (5) total references that best represent the past performance of the prime firm and any key subcontractors on the projects (i.e. completed within the last three (3) years) relevant in size, scope and similarity to the services being procured under this synopsis with respect to cost control, quality of work, and compliance with performance schedules. Projects may include those with the Federal, State or local Governments, and commercial customers. Projects provided for past performance references shall be the same as those provided for specialized corporate experience and technical competence. Attached to this synopsis is a Past Performance Questionnaire (PPQ) (Attachment 1). The submitting firm is responsible for forwarding the questionnaire to each past performance reference submitted under this synopsis. Firms should complete Blocks 1-4 of the PPQ and the client/customer complete Blocks 5-8 and the evaluation survey. The client/customer should return the PPQ to the firm to be submitted with the SF330. Each contract reference will be evaluated to determine if it is relevant and recent, and if so, the quality of the firm's past performance will be assessed. 3.4 Capacity: Demonstrate capacity or firm's ability to make available an adequate number of interdisciplinary teams to accomplish at least five (5) task orders simultaneously, with task order values ranging from $100,000 to $1,000,000 each. Demonstrate capability to perform work throughout the Continental United States (CONUS), as well as Outside the Continental United States (OCONUS), to include: Alaska, Hawaii, U.S. territories and possessions, Puerto Rico, Kwajalien, Japan, South Korea, and Guan. Firms shall demonstrate their capability to perform work in multiple geographic locations. Greater consideration will be given to the A-E firms with the capability to perform work in diverse locations rather than only having capacity or ability in one geographic area. SECONDARY SELECTION CRITERIA 3.5 Geographic Proximity: Proximity of the firm in relation to the location of a project. 3.6 Volume of work: Volume of work awarded by DoD during the previous 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including small businesses and small disadvantaged businesses. 4.0 SUBMISSION REQUIREMENTS: Offerors must be registered in the System for Award Management (SAM) to be eligible for award. Firms may register via the SAM internet site at http://www.sam.gov. SF-330 submissions will be received until 1400 (2:00 pm) Central Time on 8 April 2013. Interested firms having the capabilities to perform the work described above must submit seven (7) hard copies and one (1) PDF copy on a compact disc (CD) of the SF 330 Part I and SF 330 Part II for the prime firm and key subcontractors or JV Partners to the Contract Specialist at the following address: US Army Engineering and Support Center CEHNC-CT ATTN: Ms. Raven Webb 4820 University Square Huntsville AL 35816-1822 All hard copy submissions shall be identical in content. The SF 330 Part I shall not exceed fifty (50) pages or twenty-five (25) sheets (8.5 quote mark x 11 quote mark ), including no more than five (5) pages for Section H. Each side of a sheet of paper is considered one page. Use no smaller than 12-font type. However, firms may use no smaller than 10 pt font on organizational charts, graphs, tables and matrices. Charts, graphs etc. may have only that amount of text to explain the item and shall not contain excessive text that circumvents the page and font limits. Include the firm's DUNS number in the SF 330, Part I, Section H. In Section H, indicate the estimated percentage of involvement of each firm on the proposed team. Facsimile or email transmissions will not be accepted. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. Any JV Partnership must submit a signed and dated joint venture agreement as a part of the package. This paperwork will not be included in the page count and should be provided as an attachment. This is not a request for proposal. Awards are anticipated to be made in the 4th Quarter or FY13 or later. Point of Contact (POC) Raven A.
