- This is a pre-solicitation notice to announce that the Department of Interior, National Park Service, Sequoia and Kings Canyon National Parks, has identified a requirement to solicit for trash collecting services for the Grant Grove area in Kings Canyon National Park at Three Rivers. NPS intends to issue a Request for Quotations (RFQ) P13PS00200 for FY13 Base year and Four Option Years for the Grant Grove Campground located within at Sequoia and Kings Canyon National Park. The contractor who is selected for this project will provide all labor, materials, tools, equipment, and transportation for the trash removal services. Work on this service consists of routine pickup/collection of refuse and recyclables for delivery to the nearest approved sanitary landfill capable of proper disposal under Federal and State regulations and as per the specifications. The applicable North American Industry Classification System (NAICS) is 562111. RFQ ISSUANCE DATE: The anticipated issuance date of the RFQ is on or about March 25, 2013 with an anticipated closing date of 10 April 2013. The anticipated period of performance is one base year from May 20, 2013 to September 27, 2013 with four option years. Note: There will NOT be a public bid opening for this requirement. The RFQ will be posted and available for download at the www.fbo.gov website on or about March 25, 2013. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Award shall be made through the lowest price most advantageous to the government. Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED. In accordance with FAR 6.1 this project will utilize full and open competition proceedures. SYSTEM FOR AWARD MANAGEMEMNT INFORMATION: To be eligible for a government contract, contractors must be registered in the System for Award Management registration system (SAM.gov) government system prior to award. The link for SAM can be found at http://www.sam.gov. We advise potential bidders to begin the registration process when they prepare their proposal to ensure the registration in the SAM database is complete and in-place should they be selected for award (see FAR Subpart 4.11). ONLINE REPRESENTATIONS &CERTIFICATIONS APPLICATION (ORCA): Prospective contractors shall complete the electronic annual representations and certifications at https://www.sam.gov in conjunction with required registration in the System for Award Management (see FAR Subpart 4.12) QUESTIONS: ALL QUESTIONS WILL BE PRESENTED TO THE CONTRACT SPECIALIST ON THIS PROJECT, NOT THE PARK.
