SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 311119 Other animal Food Manufacturing for an upcoming requirement for the National Wildlife Health Center, in Madison, WI to provide palatable, biodegradable bait powder for delivery of oral sylvatic plague vaccine to prairie dogs. THIS IS NOT A SOLICITATION. ALL COSTS ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. This requirement is for prairie dog bait that can hold an oral vaccine against sylvatic plague (SPV) that has been developed for prairie dogs and other wild rodents. In order to deliver the vaccine under field conditions, a palatable, biodegradable, and environmentally safe bait is needed that provides a stable delivery mechanism for the vaccine. The vaccine will be incorporated into the bait medium and dropped via plane or vehicle in targeted areas where prevention of plague outbreaks in wild rodents is desired. Technical Requirements for Prairie Dog Bait for the USGS are to include but not limited to the following: A scope of work will be provided with any solicitation that may be issued. The Government is not required to issue a solicitation. Responses to this announcement are requested from businesses that can provide the requested product(s) or service(s). This information will assist the Government in planning and acquisition strategy. Interested businesses who feel that they can provide the bait mixture (based upon the criteria specified herein), are invited to submit in writing an affirmative response to this announcement. The prairie dog bait formula must have the ability to encapsulate virtually any material and because the bait must be made at relatively low temperatures compared to all other polymers, active ingredients can be added without inactivating or reducing their potency. Also the property of the material must allow for the active ingredients to be added thoroughly throughout the bait allowing for an even distribution. The material must also act as a stabilizer for "active" or "live" components, such as live virus vaccines. The bait must have a long shelf-life and in its most processed form the titer of the active ingredients and remain at satisfactory levels. The bait matrix shall be 100% environmentally friendly and completely biodegradable. Research must demonstrate a highly stable medium for similar live viral vaccines. References with contact names and phone numbers must also be listed. These references are to be for contracts similar in scope and with the same technical requirements as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. Business firms who feel they can provide the analysis shall also submit (1) NAME, ADDRESS, PHONE NUMBER (including DUNS NUMBER); and (2) their SIZE STATUS. Your company must have be registered on-line at the System for Award Management (SAM) at SAM.gov. Your on-line SAM registration will cover any/all of your offers to the Federal Government, and only needs to be updated annually. All responses must be submitted NLT March 19, 2013 at 3:00pm MST via e-mail to: tbeals@usgs.gov. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.
