- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Mission and Installation Contracting Command (MICC), Fort Benning, Georgia, is conducting market research for the following requirement: Performance of Pest Control services at various locations on Fort Benning, Georgia. The Contractor, as an independent Contractor and not as an agent of the Government, shall provide Integrated Pest Management (IPM) services for the prevention and control of arthropod and vertebrate pests, including but not limited to, cockroaches, rodents, ants, filth flies, stored product pests, termites, fire ants, fleas, venomous spiders, wasps, mole crickets, and other crawling and flying pests causing damage or presenting a potential threat to the health and well-being of Installation personnel. The areas to be serviced shall include administrative buildings, troop barracks and medical clinics, dining facilities, athletic fields, childcare facilities, food preparation and serving facilities, and other miscellaneous buildings at Fort Benning, Georgia; Camp Merrill, located near Dahlonega, Georgia; and Uchee Creek Campground, Fort Benning, Georgia. The Contractor shall provide control of wildlife pests, per service order, for cantonment areas on Fort Benning, Georgia. The Contractor shall not have pest control responsibility for the Fort Benning Golf Course grounds, the Family Housing areas, or pests outside of cantonment areas. The Contractor shall incorporate IPM techniques into all pest control operations, in accordance with the Fort Benning Integrated Pest Management Plan (IPMP). A central premise of IPM is that pest control treatment is performed only when pest presence is confirmed and 'preventive' treatment is generally not conducted. The Contractor shall conduct regular surveys of the defined Areas of Responsibility to identify the presence of target pests and provide treatment accordingly. The Contractor shall conduct initial surveys of miscellaneous buildings and locations, as directed by service order from the Contracting Officer's Representative (COR), to confirm the presence of reported pests and provide treatment accordingly. The Contractor may use glue-traps to conduct surveys for insects and/or rodents while accomplishing some degree of interim pest control. The Contractor may place insect bait stations in food handling establishments as the only authorized form of 'preventive' pest control treatment. Otherwise, pest control treatments will be conducted only in those locations where pest presence has been confirmed by surveillance. A more detailed description of IPM can be found in Section C.5.4. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential business firms relative to North American Industry Classification Code (NAICS) 561710 (Pest Control Services) The Government will use responses to this Sources Sought Synopsis as a market research tool to determine a procurement strategy. The appropriate procurement strategy will be determined after consideration of all industry responses received. Any information submitted by respondents is strictly voluntary. The Government will not be responsible for any cost incurred in response to this Sources Sought Notice. This market research does not restrict the Government to a specific acquisition approach. THIS ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. Interested concerns, both large and small should indicate their interest, in writing, as early as possible, but no later than March 20, 2013. Please provide the following information: 1. Name of firm with address, phone, fax, email and point of contact. 2. If applicable, state if your firm is a Small Business as classified by the Small Business Administration (SBA) under the NAICS Code of 561710 (Pest Control Services). The small business standard is $7M. 3. Past Performance: Responses to this Sources Sought Synopsis shall indicate similar/relevant experience. Briefly describe your recent and relevant contracts within the past three (3) years for the same or similar services required under this synopsis. Contract information may include those with Federal, State and local Government, as well as private companies. Please include dollar value and period of performance. 4.
