Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is soliciting proposals on a full and open competitive basis to increase capacity and effectiveness of the Child, Adolescent and Family Branch (CAFB) of the Division of Service and Systems Improvement by acquiring technical assistance support to help the Comprehensive Community Mental Health Services for Children and Their Families Program, otherwise known as the Children's Mental Health Initiative (CMHI). IMPORTANT NOTE: Section 565(b)(2) of the Public Health Service Act (PHS Act) establishes the statutory authority for the provision of technical assistance for grants authorized under Section 561(a) of the PHS Act. Section 565(b) provides that the Secretary, DHHS, may provide technical assistance directly or through grants to, or contracts with, public and non-profit private entities. Accordingly, in order to be considered eligible to compete for this procurement, offerors must be either PUBLIC or NON-PROFIT PRIVATE ENTITIES. The Project is Subject to Availability of Funds. The anticipated period of performance for this contract is a base period of 12 months, plus four (4) 12-month option periods. The purpose of this contract is to support communities, states, territories and tribes funded by the CMHI by (a) developing and implementing a comprehensive, data-driven technical assistance approach to transforming children's mental health care as well as sustaining system reform efforts made during the grant program; and by (b) developing and disseminating the materials/activities necessary to support key aspects of the Program, including family-driven and youth-guided care, continuous quality improvement and cultural and linguistic competence. Part I of this task order is to provide support to the Child, Adolescent and Family Branch (CAFB) that will further develop cultural and linguistic competence, expand youth leadership and empowerment, promote family-driven care and increase knowledge about effective services and supports. An important component will be to disseminate to the Branch and to grantees that are part of the Comprehensive Community Mental Health Services for Children and Their Families Program (Children's Mental Health Initiative). This support is intended to create a more successful program and strengthen the foundation for service expansion. Part II of this task order is to provide direct training and technical assistance (TA) to states, tribes, territories and communities with cooperative agreements awarded through the Children's Mental Health Initiative. Technical assistance will include initial and ongoing assessment and delivery of TA needs through a strategic planning process, consultation, training, meeting development and support and coordination with other child-serving agencies as specified in the Statement of Work. The estimated date for issuance of the RFP is March 21, 2013 with proposal responses due on April 22, 2013.
