- INTRODUCTION: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to GE Healthcare, 800 Centennial Avenue, P.O. Box 1327, Piscataway, New Jersey 08855 to provide a service contract renewal for the Personal Delta Vision System. The following system for this service contract renewal: 1.Personal Delta Vision, Model Number: 29039895, Serial Number: PD11439, Agreement Type: Full Care. BACKGROUND : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), NIH Cytogenetics and Microscopy Core provide NHGRI investigators with imaging services, access and assistant with fluorescence live cell microscopy. To continue to perform these studies, NHGRI requires a state-of-the-art auto focus hardware to add more precise and reliable feature for the Delta Vision Personal system that is being used for live cell experiments. PERIOD OF PERFORMANCE: This Purchase Order will have a base and four (4) Option year periods for 12-Months each. Monthly Service Contract (March 2013 through March 2018) Base period: March 2013 - March 2014 Plus Four (4) option years: Option year 1: March 2014 - March 2015 Option year 2: March 2015 - March 2016 Option year 3: March 2016 - March 2017 Option year 4: March 2017 - March 2018 JUSTIFICATION NHGRI is requesting to procure a Service Contract Renewal for the Delta Vision Personal system, now that the warranty has expired. Without a service contract in place, it would cost a significant amount to have repairs made, thus potential disruption on the research studies in many of the NHGRI laboratories. Therefore, a request for a 12-Month Service Contract with General Electric Healthcare (GE) formally provided by Applied Precision Inc., which is the sole manufacturer of the Delta Vision Personal systemt is essential. The DeltaVision Personal microscope system is a very sophisticated piece of equipment that enables investigators to make observations that cannot be made by conventional fluorescence microscopy. It is very important to maximize the use of this expensive piece of equipment as the number of investigators who use it has increased steadily. In addition to the increase in users, the microscope is being used for more sophisticated types of experiments. A service contract is required to reduce downtime and allow users access to new software upgrades. No other company can provide GE certified service and parts. GE Healthcare Field Service Engineers receive extensive training on the equipment and have a high level of technical expertise. All manufacturer training is provided for GE Engineers only and no third parties are allowed. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. Inspection and Acceptance Requirements: •The Government will accept the job performed by the Contractor. If it is a repair, equipment needs to demonstrate continuous performance. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Small Business Size Standard is $19.0M. The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-66 (February 28, 2013). The determination by the Government to award a purchase order on a sole source on competitive basis for Service Contract Renewal to GE Healthcare is based upon a previous purchase order issued under HHSN268201200088P, March 26, 2012 for this requirement. Any information received as a result of this pre-solicitation / notice of intent will be considered solely for the purpose of determining whether to conduct any future competitive procurements. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement. This notice of intent is not a request for competitive proposals.
