- It is the intent of the United States Army Contracting Command, New Jersey, on behalf of the Office of the Project Manager, Close Combat Systems, Picatinny Arsenal, to issue a Request For Proposal (RFP) for the procurement of CAP, BLASTING: Non-electric, 500 ft. Minitube, In-line Initiator, M21 (M21 Blasting Cap Assembly) and CAP, BLASTING: Non-electric, 1000 ft Minitube, In-line Initiator, M23 (M23 Blasting Cap Assembly). Both the M21 and M23 are part of the Modernized Demolition Initiators (MDI) program/family of items. The M21 and M23 Blasting Cap Assemblies consist of 500 ft and 1,000 ft of minitube (shocktube), respectively, wound on a spool with an inline initiator attached to one end of the minitube and a blasting cap attached at the other end. Included with each assembly are five (5) splices and a removable M9 connector, which is attached to the blasting cap. A five-year, Firm Fixed Price Indefinite Delivery Indefinite Quantity contract is anticipated for this acquisition. The solicitation will be to manufacture and produce the M21 and M23 Blasting Cap Assemblies. The contractor shall provide for all necessary labor, material, supplies, services, facilities, and equipment to perform the requirements included in the solicitation. Production of both the M21 and M23 involves the handling of energetic material. The M21 and M23 are described in Technical Data Package Lists 13023565 and 13023566, respectively. NOTE: Instructions for obtaining these documents, marked with a limited distribution D statement will be provided upon release of the solicitation. Once the solicitation is released, interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire, and a completed and signed U.S. Government Non-Disclosure / Non-Use Agreement (forms included in solicitation documents). The NAICS code for this procurement is 325920. The Government intends to fulfill this requirement utilizing Full and Open Competition under Solicitation number W15QKN13R0028. An award will be made to the proposal that offers the Best Value to the Government based on an integrated assessment of specific factor/subfactor areas. It is anticipated that this solicitation will be posted on the Army Single Face to Industry website https://acquisition.army.mil/asfi/default.cfm and FedBizOpps https://www.fbo.gov/ on or about 14 MAR 2013. Interested parties are encouraged to monitor FedBizOpps for release of the solicitation. The deadline for all proposals will be 30 days after issuance of the solicitation. Please note that this notice does not constitute a Request for Proposal (RFP). All responsible sources may submit a proposal, which will be considered by the Government following the release of an official solicitation. In addition, the Government will not be liable for any costs involved for submission of information in response to this notice. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.
