Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR THE PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. BACKGROUND: The Mission Simulation Center (MSC), Fort Sill, OK utilizes the Call for Fire Trainer 2 Plus (CFFT2+) in training. The CFFT2+ is designed to create a dynamic, immersive, virtual environment by placing the Soldier on the virtual battlefield in order to teach the cognitive skills required by joint fires observers and integrators. CFFT2+ has supported training for thousands of Soldiers in environments that leverage the entertainment community's tools and methods to bring a new level of fidelity and immersion to Army training. The CFFT2+ provides Simulated Military Equipment (SME) and these devices that enable students, instructors, and operators to interact with the virtual simulation. M22 Binoculars are included in this list of SME devices. REQIUREMENT: a. Repair one pair of SME M22 Binoculars. The SME M22 Binocular was manufactured by 5DT Inc., Irvine, CA. 5DT disassembled an actual M22 Steiner Binocular replacing the internal optical components with cabling, hardware, and miniature LCD screens enabling the device to receive visual data from CFFT2+ software running on a Gamebryo Image Generator (IG). b. The image in the SME M22 Binocular is flashing in and out and changing colors. The device receives data from an IG through VGA input into a controller that converts the signal and sends data to miniature LCD screens inside the binocular housing. A 6 DOF tracking sensor sends location data (Pitch and Yaw) of the M22 to the IG enabling the IG to send accurate imagery to the device. (5DT Inc) SME M22 Binocular RFI: To demonstrate an interest in this Sources Sought Notice, please demonstrate your capability to perform these contract services by providing the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Please provide only the minimum information necessary to demonstrate capability at this time. All responses shall include, at a minimum, the following information: a. Company's full name, address, telephone, and point of contact with email address; b. Company's Cage Code, DUNs, and Certs and Reps; c. Company's Capability Statement; d. A statement indicating the offeror's interest in submitting a proposal; e. A statement indicating the offeror's ability to prepare and submit detailed invoices via Wide Area Work Flow (WAWF); f. Company Socio-Economic Program Participation: small, HUBZone, 8(a), SDB, Woman-owned, Service disabled veteran-owned; g. A statement indicating what services, if any, will be subcontracted (i.e., maintenance, reporting, etc.). Interested parties may contact the Contracting Officer listed below to obtain a picture of the binoculars requiring repair prior to closing date of this notice. Based on the responses to this Sources Sought Notice, any resulting requirement may be set-aside for Small Business Programs or procured through full and open competition.
