FAI is responsible for delivering and promoting the delivery by other CFO Act and SAC agencies with world-class, innovative, and results-oriented training programs, professional development opportunities, job performance aids, continuous learning courses, and other activities designed to help civilian acquisition personnel effectively accomplish their assigned job duties and critical missions. FAI sponsors courses leading to professional certification in compliance with the Federal Acquisition Certification - Contracting (FAC-C), the Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR), and the Federal Acquisition Certification - Program/Project Management (FAC-P/PM) policies. While FAI sponsors certification training courses, it cannot provide all of the required training for the CFO Act and SAC agencies' acquisition workforce. It is the responsibility of the individual CFO Act and SAC agencies to ensure that their acquisition workforce receives the necessary FAC training leading to professional certification for FAC-C, FAC-COR, and/or FAC-P/PM. The resultant IDIQ contracts will ensure that FAI, the CFO Act, and SAC agencies have a flexible, comprehensive FAC training course vehicle in which to order COR, P/PM, and Elective courses at the best possible quality and price. The purpose of this requirement is to award IDIQ multiple award contracts for commercial-off-the-shelf (COTS) courses to be used by the Federal acquisition workforce for FAC-COR and FAC-P/PM certification as well as four Elective courses (base year) and seven Elective courses (option years). The contracts may be used by the 24 CFO Act Agencies and the agencies under the Small Agency Council (approximately 99 small agencies) to order acquisition workforce training. The scope of this contract includes all training required to develop a professional acquisition workforce. The areas of training cover Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) certification and elective courses, Federal Acquisition Certification - Program/Project Management (FAC-P/PM) certification and elective courses, and general acquisition elective courses. Classes to be ordered via individual task order will include: FCR 100 - 1 Day, FCR 201 - 5 Day, FPM 101 - 3 Day, FPM 102 - 3 Day, FPM 103 - 3 Day, FPM 104 - 2 Day, FPM 105 - 3 Day, FPM 201 - 3 Day, FPM 202 - 3 Day, FPM 203 - 3 Day, FPM 204 - 2 Day, FPM 205 - 3 Day, FPM 301 - 3 Day, FPM 302 - 3 Day, FPM 303 - 3 Day, FPM 304 - 2 Day, FPM 305 - 3 Day, Electives: ACQ PBA - Performance-Based Acquisition - 3 Day, FCN 400 - Emergency Contracting - 2 Day, Federal Acquisition Institute Training Application System (FAITAS) Course Number TBD - Federal Appropriations Law - 3 Day, FAITAS Course Number TBD - Capitol Hill Workshop or Equivalent - 3 Day, Electives to be added in Option Years 1, 2, 3, and 4: FAITAS Course Number TBD - Source Selection - 2 Day, FAITAS Course Number TBD - Contract Close-Out - 2 Day, FAITAS Course Number TBD - Negotiation Techniques - 3 Day. A Pre-proposal conference for this requirement will be held on Wednesday, April 3, 2013 from 10:00 am - 12:00 pm. The Pre-proposal conference will be held at the GSA Auditorium at 1800 F Street, NW, Washington, DC 20450. Very limited commercial parking is available in the area; however, Metro is conveniently located approximately four blocks from the Auditorium (Farragut West Metro Station on the Blue Line). Government photo ID (i.e., driver's license, federal agency ID) is required for entry into the building. We expect a large turn-out for this event therefore; please plan on arriving at least ½ hour prior to the start time to ensure that you are through security and in the auditorium prior to 10:00 a.m. The conference is open at no charge to all prospective offerors. However, to reserve your space, you must pre-register for the conference via e:mail to events@fai.gov. No telephone reservations will be accepted. E:mail must include Name of the Attendees (limit 2 per company), Last 4 digits of each attendees SSN (required for entrance into the federal building), Company Name, Company Address, Company Phone Number, E:mail Address of the Attendees, Company URL, and Business Size. All registrations must be received via e:mail no later than 3:00 p.m. on Wednesday, March 27, 2013. 17.Place of Contract Performance - The place of performance (location) for all agency requirements will be detailed at the task order level. It is anticipated that class locations will be within the continental United States, however, there may be requests for classes to be held in other locations outside of the continental United States. Classes may be held at either Government-provided or Contractor-provided facilities. The facility provider for all agency requirements will be detailed at the task order level. Facilities shall accommodate class sizes, IT needs, and special accommodations as required. The cost of the facility shall be included in the price of the course offering for those courses designated to be held at the Contractor facility. 18.Set-Aside Status - Partial Small Business Set-Aside to include: all COR Courses and the following Electives: ACQ PBA - Performance-Based Acquisition - 3 Day, Federal Acquisition Institute Training Application System (FAITAS) Course Number TBD - Federal Appropriations Law - 3 Day, FAITAS Course Number TBD - Source Selection - 2 Day, FAITAS Course Number TBD - Contract Close-Out - 2 Day, and FAITAS Course Number TBD - Negotiation Techniques - 3 Day. The remaining portion of the requirement will be unrestricted.
