- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of businesses capable of performing the type of work described herein. The intent of the announcement is to identify all small business sources that are qualified to furnish The National Marine Fisheries Service Pacific Islands Fisheries Science Center, Honolulu, Hawaii with the following. NOAA is seeking information from interested contractors with capabilities to provide field and logistical support of scientific diving operations and marine surveys in the near-shore waters of Timor-Leste. NOAA Pacific Islands Fisheries Science Center is engaged in ecological surveys of near-shore living marine resources and in the collection of seawater chemistry data in areas of interest around Timor-Leste. The contractor shall be able to provide a suitable vessel with live-aboard accommodations and SCUBA diving support for up to 12 scientists. The vessel shall be able to accommodate scientific dive gear not to exceed 40kg per person, basic personal effects not to exceed 25kg per person, and 600kg of operational gear. The contractor shall be capable of supporting up to 21 days of live-aboard operation targeting survey sites along the coast of Timor-Leste. Operations are anticipated to occur sometime between 1JUN2013 and 31AUG2013. The overall mission will originate and end in the city of Dili. The North American Industry Classification Code (NAICS) is 483211 with a size standard of 500 employees. Contractor must have a valid DUNS number and be registered in the System for Award Management (SAM) database, with an active status, to be eligible for award. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by 15MAR2013. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, CCR, Cage Number, business type and size, and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
