- Special Notice The Library of Congress (Packard Campus) for Audio Visual Conservation has a requirement to purchase bulk chemicals used in cleaning and developing films as part of preservation of motion picture at the Library of Congress. The Library of Congress intends to issue a Sole Source purchase order to Univar inc. Any other firms desiring consideration must identify, in writing, its ability to meet the above mentioned delivery period. All expressions of interest must be received by email to rbeh@loc.gov no later than March 20, 2013 at 4:00 PM Eastern Standard Time. SOW STATEMENT OF WORK - Contract to provide bulk chemicals for use in preserving film at the Library of Congress Packard Campus Film Preservation Laboratory. Scope of Work: Provide bulk chemicals used in cleaning and developing films as part of the preservation of motion pictures within the film preservation lab located on the Library of Congress Packard Campus. This is an on-going requirement, with a base year plus 4 option years. Background: The Library faces many challenges with acquiring, managing, storing, preserving and making available audiovisual content. The Packard Campus (PCAVC) Film Preservation Laboratory is unique within the Federal sector providing a wide range of film preservation services including the cleaning of archival films as well as developing newly exposed "raw stock" created to copy the images found on archival film elements. The PCAVC requires its professional staff to utilize a wide range of expertise, knowledge, and vision regarding the technical equipment, precise preservation techniques, media, and its associated failure mechanisms. These experts are required to utilize state-of-the art cutting edge technologies to apply preservation techniques to fragile, obsolete, and legacy moving image materials. Among the many challenges dealt with daily includes the need to preserve and provide access to moving image films in both 16 mm and 35 mm formats. The film preservation laboratory will prepare films for printing or scanning which involves the use of specialized equipment containing the chlorinated solvent perchloroethylene. Film printing equipment also contains perchloroethylene when operating in wet-printing modes. Film developing machines also use a wide variety of chemicals combined using standard recipes developed by the Eastman Kodak company to develop the latent images exposed onto the film (raw stock) during the printing process. The Packard Campus has a designated hazardous materials room with limited space for the storage of the chemicals used in cleaning, printing, and developing. As a result chemicals need to be ordered on a frequent basis and in limited quantities in order to meet the space restrictions. Requirements of the Contract: The Library wishes to purchase the following chemicals, delivered within the schedule indicated. The selected Vendor must be able to deliver ALL of the chemicals in the packaging and sizes indicated. The order will not be split among vendors. Deliverables: 1. Bulk chemicals from the following list: a. Perchloroethylene, technical grade, new drums only, 405 pound (30 gallon) capacity drums: 16 drums are required in total, delivered as follows: i. First delivery of 4 drums no later than 30 business days after receipt of contract. ii. Subsequent deliveries of 4 drums each will be scheduled with the COR, and are expected to be at intervals of approximately 3 months each. The following bulk chemicals if ordered should all be delivered within 4 weeks of receipt of contract except as noted: b. Potassium Alum, anhydrous, technical grade, 50 pound bag: 6 bags c. Sodium MetaBisulfite, anhydrous, technical grade, 50 pound bag: 8 bags d. Sodium Sulfite, anhydrous, technical grade, 50 pound bag: 60 bags i. First delivery of 30 bags within 4 weeks. ii. Second delivery of 30 bags to be scheduled with COR, expected to be around 6 months after award of contract e. Sodium Thiosulfate, anhydrous, technical grade, 25 Kg bag: 60 bags i. First delivery of 30 bags within 4 weeks. ii. Second delivery of 30 bags to be scheduled with COR, expected to be around 6 months after award of contract f. Borax, anhydrous, technical grade, 50 pound bag: 10 bags g. Boric Acid, technical grade, 50 pound bag: 10 bags 2. Current MSDS's for each of the chemicals, delivered with the order. 3. Chemical analysis assays for each of the chemicals, delivered with order. Period of Performance: Base year (after award of contract) plus 4 option years Place of performance: Vendors place of business and the PCAVC, Culpeper, Va.
