Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) Norfolk Naval Shipyard (NNSY) Maritime Industrial Division intends to procure on a sole source basis Failure Analysis of Nozzle Plates for the Main Propulsion High Pressure Turbine from OEM Dresser Rand Company under solicitation N00189-13-T-N026. This requirement will be procured in accordance with Simplified Acquisition procedures. The NAICS code is 333611. This office will not issue a hard copy of the Request for Quote (RFQ); therefore, a copy can be obtained from the Government-wide Point of Entry (GPE) website at: https://www.fbo.gov. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. SOLE SOURCE: Dresser Rand, Inc. holds proprietary data rights and any other repair facility would void the OEM warranty on the nozzle plates. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. By submission of an offer, the contractor acknowledges the requirement that prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.bpn.gov. The RFQ should be posted on the website on or before March 05, 2013.
