Description
Special Notice: It is the intent of the US Fish & Wildlife Service to enter into a firm fixed price purchase order with Network Innovations Inc. (DUNS 248093783) to obtain specific satellite radio communications system (SATRAD) to address serious deficiencies in radio communications and safety of law enforcement officers in Southern Nevada and California. This is in conjunction with equipment and service already in place. The Lake Mead Interagency Dispatch Center, operated by the National Park Service and the Bureau of Land Management Dispatch Center in Phoenix AR. has the companion equipment to make communications with SATRAD possible. The Lake Mead Interagency Dispatch Center recently purchased their equipment from Network Innovations, customizing it with providing service for the U.S. Fish & Wildlife Service in mind. Many agencies across the country currently have in place similar systems for use and tie in during a natural disaster. Working with the Network Innovations representative familiar with setup is in the best interest of the government and will facilitate the transition to this new system. This acquisition request is for purchasing a satellite radio communications system that allows instant and secure communication between federal law enforcement officers and a federal 24 hour dispatch center, regardless of location throughout the country via the officers mobile and portable radios. The system will resolve serious deficiencies in radio communications and greatly enhance the safety of USFWS Federal Wildlife Officers in the Pacific Southwest Region. This vendor is currently providing satellite radio communication services to other federal law enforcement agencies, including the Bureau of Land Management and the Department of Justice. Using this system will allow federal law enforcement officers to communicate with a 24 hour federal dispatch center anywhere in the United States, as well as communicate with other federal law enforcement agencies/officers already utilizing this system and with other local law enforcement agencies via the national mutual aid satellite communication network (interoperability). Specifications are: *Talk Group Activations to the existing federal NV group *ACT Talk Group Activation Nevada,: Talk Group USFWS *SATRAD-GPS-ACT SkyTerra-Skymira GPS activation POST-PAID airtime programs annual fees *USFWS NV Talk Group Annual Access Fee USFWS NV Talk Group *NV Talk Group Annual Membership Access Fee USFWS NV Talk Group *SATRAD-GPS-MU SATRAD Skyterra-Skymira GPS monthly usage *GPS Polling On Demand Price Per Poll (Billed Monthly Based On Usage) *SATRAD G2 LMU MISCH Land Mobile Unit With Hughes 2100 TU *SATRAD G2 FIX CIS Fixed Unit The proposed action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. The NAICS Code is 519190 All Other Information Services. Interested persons may identify their interest and capability and respond to the requirement or submit quotations no later than 12:00 PM PST Friday March 14, 2013. This notice of intent is not a request for competitive quotations. However, all quotations received after the date of publication of this synopsis and prior to 12:00 PM PST March 14, 2013 will be considered by the Government for future solicitations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. Responses to this posting must be submitted in writing via email only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in responding to this notice.
