Description
THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The General Services Administration (GSA) Southeast Sunbelt Region announces the opportunity for Design-Build Construction Services: Modernization and Campus Renovation at the IRS Service Center located in Chamblee, GA. GSA is seeking eligible Service-Disabled Veteran-Owned Small Business and certified HUB Zone Small Business with current relevant qualifications, experience, personnel and capability to perform the proposed contracts. The Government anticipates a contract award for this project in July 2013. The appropriate NAICS Code is 236220 with a size standard of $33,500,000. General Work Requirements: The Design-Builder (D-B) Contractor shall provide professional design services and all labor, materials, and equipment for the needed renovations to relocate occupants to the building. This project shall utilize the fast track aspect of the Design-Build delivery method. The improvements contained in the SOW are intended to modernize the facility and maximize the usage of the building as it is converted from warehouse/storage space to office space. In the SOW, the Government has, to the greatest extent possible, stated its requirements on a prescriptive basis, while allowing and expecting the Contractor to determine, using standard commercial best-practices, what design solutions are appropriate. The contractor is expected to aggressively seek out innovative solutions to maximize budget in response to these requirements. The project consists of a base objective and two options that may be exercised by the Government at award or subsequent of contract award. During all phases of the work included in this project, the building will be completely occupied. Work shall be scheduled around the tenants' work schedules which could require an alternate work schedule including, but not limited to night and weekend work. All phases of work include but are not limited to work in the following disciplines architectural, mechanical, and electrical. Scheduling is a major component to this work as there are several integral aspects that must involve client coordination. From these disciplines, the project includes construction of walls, ceiling installation, doors, specialty finishes, plumbing, fire protection, special construction, removal of potential asbestos material, under floor electrical modifications, installation of carpet tiles under occupied work stations, installation of occupancy sensors, electrical panels, and transformers. The magnitude of this project is between $1,000,000 and $5,000,000. All Service-Disabled Veteran-Owned Small Business, certified HUB Zone Small Business are encouraged to respond. This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government will not pay for any information solicited. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. All qualified firms are encouraged to respond. It is requested that interested small businesses submit to the contracting officer a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. PAGES IN EXCESS OF THE FIRST 5 PAGES WILL NOT BE CONSIDERED. The documentation shall address, as a minimum, the following: (1) Examples of projects worked within the last five years of similar size, scope and complexity. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact. (2) Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), available bonding capacity per contract, DUNS number, and CAGE Code. (3) Please indicate if you are a HUB Zone and or Service Disabled Veteran Owned small business. All interested contractors should notify this office in writing, by email or regular mail by 5.00PM EST on March 8, 2013.
