- Solicitation DOL131RP20613 Contracting Office Address: U.S. Department of Labor, Employment Training Administration (ETA), Division of Contract Services, 200 Constitution Avenue, NW, Room N-4643, Washington, DC, 20210, UNITED STATES This is a combined synopsis/solicitation for commercial items prepared with additional information included in this notice. This announcement constitutes the only solicitation. The Solicitation is included as an attachment to this notice. Overview: The Department of Labor, Employment & Training Administration (DOL/ETA), Office of Workforce Investment (OWI) is soliciting proposals to select a contractor to provide Training, Technical Assistance, and Support of the Disability Employment Initiative (DEI). The contractor will support ETA, the National DEI Program Office, the Regional Federal Project Officers (FPOs), and the public workforce investment system by providing information/ resources; developing and disseminating collateral materials; and developing targeted technical assistance that promote the DEI's objectives. The contractor's activities will be closely coordinated with ETA's National DEI/Disability Program Office and other DOL programs, as appropriate. These activities will be multi-faceted and demonstrate an understanding of and sensitivity to the: devolved workforce investment system under the WIA; diversity of state and local needs (via the variety of DEI project implementation); and preferences for different learning styles to improve the employment outcomes and promote the economic and financial independence of people with disabilities. Response Instructions: One (1) electronic copy of the proposal shall be emailed to the following E-Mail address: ETA.lockbox@dol.gov. In the subject line of this email please use "RFP DOL131RP20613 Technical Assistance for the DEI- with the Offeror Company Name ". All submissions must be received NO LATER THAN Friday, 03/29/2013, by 2:00 PM, Eastern Standard Time (EST). The electronic copy of your Technical Proposal must be word-searchable. In the case of your Business/Price Proposal, your electronic copy of your Price Proposal Section B.2 (Price Schedule) must be in Microsoft Excel. The total size of an offeors electronic response, including all the files required for this response, shall not exceed Twelve (12) Megabytes. Per FAR 19.501 this procurement has been set aside for Small Businesses and is restricted to competition among Small Businesses per FAR 19.502-2, Total small business set asides. All offerors should E-Mail their proposals to the ETA lockbox E-Mail address using the "request delivery receipt" message option. If an offeror does not receive delivery confirmation of their electronically submitted proposal, then the offeror on the same day of their electronic submission and before the due date of Friday, 03/29/2013, 2013 2:00 PM, EST must notify,via telephone, the DOL ETA Office of Contracts Management POC: Clyde Trumbore at (202) 693- 2622. Requests for Clarifications (RFC) are to be submitted electronically via E-Mail to Clyde Trumbore at Trumbore.clyde@dol.gov by Monday,03/11/2013/, Noon, EST. Only electronic submissions of requests will be accepted. Should any RFC be received after the date stated above, the Government reserves the right not to provide an answer. If, however, the Government determines that a late RFC raises an issue of significant importance, the government will respond. All Government responses will be posted on FedBizOpps. This Contract will be a Time and Materials Contract for one base year with four (4) one (1) year option periods. All responsible sources may submit a proposal which shall be considered by the agency.
