- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is solicited as #W912DQ-13-R-1022 and is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-65 dated January 29, 2013. This RFP shall be set aside 100% for small businesses, and the associated North American Industry Classification System (NAICS) code is 561730. The business size standard is $7 million. Contract line items (CLINs), including option years, may be found in SECTION B of this synopsis/solicitation. Services are for Mowing, and Trimming work as detailed in the PWS (Performance Work Statement) found in SECTION C. Services shall be for Harry S. Truman Lake Project, 15968 Truman Road, Warsaw, MO 65355. Service dates for each CLIN are detailed in SECTION B. FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda. FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition. Evaluation factors are Past Performance, Related Experience, and Price. Award will be based on best value, and not on price alone. Evaluation will be under Simplified Acquisition Procedures in accordance with FAR 13.5. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR, ORCA, and EPLS. All vendors must verify their information through this web site. If you were previously registered in CCR and ORCA, your organization's information is already in SAM. You just need to set up a SAM account and migrate your CCR roles. If you have questions about Government procurements in general or need assistance with the SAM registration or in the preparation of your quote, a local Procurement Technical Assistance Center (PTAC) may be able to help. The PTAC offers FREE services. The Procurement Technical Assistance Program was authorized by Congress in 1985 in an effort to expand the number of businesses capable of participating in the Government marketplace. To locate a PTAC near you, go to the PTAC website at: http://www.aptac-us.org/new/Govt_Contracting/find.php. Vendors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its proposal. This provision is included in Section K of this combined synopsis/ solicitation. If the vendor already has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the vendor's proposal. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Specific clauses required are detailed in SECTION I of this synopsis/solicitation. OFFERORS INTERESTED IN RESPONDING TO THIS RFP MUST SUBMIT A PROPOSAL ON THE ATTACHED SYNOPSIS/SOLICITATION. Award will be made to the offeror providing the best value. The due date for the receipt of proposals is listed in Block 9 of page 1 of the SF 33. The due date for receipt of questions in regard to this RFP is five (5) calendar days prior to the due date listed in Block 9. FAXED OR EMAILED PROPOSALS WILL NOT BE ACCEPTED.
