- Introduction. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The NACIS code for this acquisition is 611710. C.1. Background. The Environmental Health Services Branch (EHSB) is located in the Division of Emergency and Environmental Health Services (EEHS), National Center for Environmental Health (NCEH). The Branch provides technical assistance, scientific guidance to international, Federal, state, local, tribal government agencies engaged in environmental health service programs; participates in disease outbreak investigations; and provides training and scientific support to environmental discipline where technology or information gaps exist in areas such as food safety, water, and sanitation issues. EHSB works to strengthen the role of state, local, and national environmental health programs and professionals to better anticipate, identify, and respond to adverse environmental exposures and the consequences of these exposures to human health. This is accomplished by providing environmental health professionals access to topical, relevant, scientific information, consultation, training and assistance. EHSB is committed to developing and reinforcing an awareness of the important role environmental health and its workforce plays within public health as well as working to become a professional and information resource for environmental health professionals in all facets of the environmental health workforce. C.2. Project Objectives. The Environmental Health Services Branch (EHSB) has become an important resource to environmental public health practitioners working in state, local and tribal health departments. EHSB's objective is to strengthen the role of state, local, and national environmental health programs and professionals to better anticipate, identify, and respond to adverse environmental exposures and the consequences of these exposures to human health. As such, the broad overall project objectives of this procurement are to educate and train the environmental health professional for the purpose of providing a healthful environment for all. The basis for the activities is the belief that the professional who is educated and motivated is the professional who will make the greatest contribution to the healthful environmental goals which we all seek. The primary objective of this contract includes developing quality educational programs that not only impart knowledge to all environmental health and protection professional but also inspire the professional to do more upon returning to his or her job. The services provided by contractor will educate the environmental health practitioner and provide access to topical, relevant, scientific information, consultation, and assistance to environmental health specialists, sanitarians, environmental health professionals and practitioners. C.3. Scope of Work EHSB is committed to providing timely and useful training and education to environmental health professionals, from the local to national level. To that end, EHSB will enlist the professional services of a contractor to provide training, convene working groups, create and develop position papers, training products and materials, educational materials, and provide technical assistance, guidance and service in the following areas: National Environmental Public Health Performance Standards (EnvPHPS), Integrated Pest Management (IPM), Environmental Health Training in Emergency Response (EHTER), Essential Services of Environmental Health, Land Use/Built Environment, Drought Planning, Marketing and Communication in Environmental Health, Environmental Public Health Leadership Institute, Air/Land, Children's Environmental Health, Drinking Water Quality/Water Pollution, Emerging Pathogens/Vector Control and Zoonotic Diseases, Environmental Health Leadership Development, Environmental Health Research, Environmental Health Tracking and Informatics, Food Safety and Protection, General Environmental Health, Hazardous Materials and Toxic Substances, Injury Prevention/Occupational Health, On-Site Wastewater Systems, and Terrorism and All-Hazards Preparedness. As a means to achieve project objectives, contractor must also offer the environmental health professional with the following credentialing programs: Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS); Certified Installer of Onsite Wastewater Treatment Systems (CIOWTS); Healthy Homes Specialist Credential (HHS);; Certified Professional - Food Safety (CP-FS); Certified Environmental Health Technician (CEHT); Registered Environmental Technician (RET); Registered Hazardous Substances Professional (RHSP); Registered Hazardous Substances Specialist (RHSS); NEHA's National Radon Proficiency Program. Contractor must also conduct an Annual Educational Conference (AEC) & Exhibition. Additionally, contractor must publish a peer-reviewed Journal of Environmental Health to serve as a "one stop shop" for publications in virtually every area of the environmental health field. Project Requirements. The potential requirement shall include the following tasks: A. Provide training, convene working groups, create training products and educational materials, and provide technical assistance, guidance and service in the following environmental health areas: 1. Essential Services of Environmental Health 2. Drought Planning 3. Marketing and Communication in Environmental Health 4. Air/Land 5. Children's Environmental Health 6. Drinking Water Quality/Water Pollution 7. Emerging Pathogens/Vector Control and Zoonotic Disease 8. Environmental Health Workforce Development 9. Environmental Health Tracking and Informatics 10. Food and Water Safety 11. Models of best practices in the 21st Century for the delivery of environmental public health services (communities of excellence and other innovative approaches) 12. Environmental Public Health Leadership Institute 13. Environmental Health Leadership Development 14. Hazardous Materials and Toxic Substances 15. Injury Prevention/Occupational Health 16. On-Site Wastewater Systems 17. Terrorism and All-Hazards Preparedness. B. For all training areas identified in A. (above), vendor shall conduct the following activities as requested by requirements in individual task orders: 1. Propose a strategy to CDC for accomplishing the training services requested by the government. CDC will review and approve or modify that strategy as required 2. Develop with approval of CDC a cadre of instructors for each training workshop, provide and schedule instructors to deliver the requested workshops 3. Deliver the designated workshop with customization as needed for all locations as selected by CDC 4. Announce the workshop, solicit attendees, and widely disseminate information about all workshop contents and registration procedures. 5. Coordinate and conduct the pre-registration procedure for participants of the workshops. 6. Contact each locations host to discuss customization of the course to meet the needs of each group. 7. Coordinate and provide pre-workshop logistical support including securing room, set-up, and audio-visual support. 8. Provide facilitation of all activities throughout the entire workshop 9. Publish and disseminate workshop materials to all workshop participants, such as participant sign-in sheet, roster, agenda and evaluation 10. Conduct post-workshop evaluation by soliciting detailed comments from participants immediately following the course as well as 6 months afterward. 11. Compile all course evaluations into a summary report and submit to designated CDC technical officer. 12. Coordinate and conduct all post workshop activities 13. As requested by CDC, provide audiovisual support and audio/video taping of workshop for later online dissemination C. Additional and specific requirements for providing Integrated Pest Management (IPM) training include: 1. Vendor shall provide environmental health professionals training to become effective in the identification, biology and control of insects and rodents, as well as be well versed in the control of disease carrying insects and rodents. 2. Training must ensure that the environmental health professional will be able to (1) Correctly identify species and biology of insects or rodents; (2) Be familiar with zoonotic diseases of insects and rodents, and how they are transmitted to humans, (3) Understand the importance of IPM and how to implement IPM in their community; and (5) Recommend specific interventions to reduce, eliminate and prevent insect or rodent infestations that ultimately have a positive impact on health. 3. Training should demonstrate that the environmental health professional can identify insects and rodents of public health importance, and use approved insecticides in the control of insects of public health importance, and commonly used and approved rodenticides in the control of rodents of public health importance. Training should provide the latest resource information on integrated pest management (IPM) techniques and how to apply IPM techniques in the control of insects and rodents of public health. Training shall be regionally located and accessible to a large number of environmental health professionals; importance and basic training and resource information on (zoonotic) diseases of public health importance transmissible to humans from insects and rodents. D. Additional and specific requirements for area Environmental Health Training in Emergency Response (EHTER) Provide environmental health professionals with a readiness training curriculum that will prepare them for response to the array of environmental health issues (food, water, air, waste, solid waste, vector control) encountered in emergency response. Currently, there is a lack of adequate and appropriate educational and training opportunities available for environmental public health professionals in emergency response. Those benefiting from the workshop are federal, state, local, and tribal environmental health professionals who have roles and responsibilities in performing or functions in emergency response. The Environmental Health Training in Emergency Response (EHTER) Workshop will focus on: Disaster management; Food safety; Mass care/shelter assessments and sanitation; Vector control and pest management; Drinking water safety; Wastewater disposal/treatment; Solid/hazardous waste management; Institution/building assessments; and General safety assessments. 1. Reproduce workshop materials designated by CDC and disseminate to selected participants E. Additional and specific requirements for training activities involving the Environmental Public Health Program Performance Standards (EnvPHPS), vendor shall: provide environmental health professionals training of CDC's newly developed assessment tool for identifying gaps in capacity within the nation's environmental public health system the Environmental Public Health Program Performance Standards (EnvPHPS) to give participants an understanding of the use of the tool, enabling them to provide information to CDC on where to focus its capacity-building efforts. Develop and adopt a vision, work plan, timeline, and priorities for implementation of the environmental public health performance standards; begin OMB clearance Paperwork Reduction Act Clearance (Statement Part A for OMB Information Collection Request, 60 day Federal Register Notice, Consultant list; create overall strategic plan for key partner involvement with Standards; market availability of standards to all local, state, and tribal environmental health jurisdictions; develop and maintain a CDC data base for data received from those using the instrument and for the construction of a national profile of environmental health capacity; develop an on-line tool kit of resources related to building capacity in each of the ten essential environmental health services; provide technical assistance to local, tribal, and state agencies in the use of the EnvPHPS and in the design and implementation of capacity-building plans; create a peer support network among local, state, and tribal agencies using the EnvPHPS; publish capacity-building results and present results at national meetings; develop accreditation process using the EnvPHPS; Develop and implement a research agenda for the standards; Continue to work closely with the NPHPSP to be sure the EnvPHPS activity is considered in the work of the NPHPS; make presentations at regional and national meetings on results from capacity-building using the standards; provide technical assistance to Standards users and support for development and implementation of action plans; prepare articles for publication on outcomes of Standards use; and participate in development of accreditation process based on the Standards. Additional and specific requirements for area Built Environment/Land Use vendor shall provide environmental health professionals training about the strategic advantages of integrating health goals and land use decision making which will impact the health of homes, communities, schools and workplaces. Specifically, vendor shall as requested by CDC (a) Conduct meetings with environmental health professionals, developers and governmental managers to explore land use planning partnerships, (b) Identify and publish best practices land use programs currently being promoted by local environmental health and government managers, and (c) Develop a comprehensive development review tool which will educate planning professionals and policy makers about potential health impacts and benefits of land use choices. Anticipated period of performance. The period of performance will be one year from date of award with four option years. Other Important Considerations. The work must support the EfC goals of building community and social commitment; using data to inform actions; creating the context for healthy children/families through norms change and programs and through policies. The work must use a collective impact framework for collaboration and partnership among the partners and stakeholders. Capability Statement/Information Sought. PAGE LIMIT 8 PAGES. Your opinion about the difficulty and or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts; b. Your staff expertise, including your availability, experience, and formal and other training; c. Your current in house capability and capacity to perform the work; d. Your completed projects of similar nature; e. Your corporate experience and management capability. Provide any examples of prior completed Government contracts, reference, and other related information; and f. Provide a rough order of magnitude (estimated cost) of the effort or time that may be required for completion of the work.
