Description
U.S. General Services Administration GSA Region 10 Northern Service Center/Leasing Division JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION LEASE NUMBER: PROJECT NUMBER: AGENCY NAME: LOCATION: 1. IDENTIFICATION AND DESCRIPTION OF ACTION BEING APPROVED. This justification for other than full and open competition is for the acquisition of support and administrative workspace for the Department of Homeland Security Transportation Security Administration (DHS-TSA). Federal policies require TSA presence at every airport in the United States of America and its possessions and territories that have scheduled commercial airline service. The General Services Administration (GSA) leases for TSA 682 rentable square feet of office space at 214 Front Street, Nome, Alaska under GS-10B-07382. The lease expired November 30, 2012. Approval is requested to award a succeeding lease with the incumbent landlord without full and open competition. 2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED. A succeeding lease is needed to provide TSA with mission critical administrative and support workspace in Nome, Alaska for the term of 10 years, 5 years firm. 3. IDENTIFICATION OF STATUTORY AUTHORITY. The GSA may use non-competitive acquisition procedures when the properties or services needed are available from only one source and no other type of property or service will satisfy the needs of the agency, 41 U.S.C. 253(c)(1). 4. DEMONSTRATION THAT THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED. TSA requires on-airport office space when available, none was available at the Nome Airport. 5. DESCRIPTION OF EFFORTS TO SOLICIT AS MAY OFFERS AS PRACTICABLE: An ad was posted on Fedbizopps June 25, 2012 with no responses. 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE The anticipated succeeding lease rate of $ per RSF, or annual rent of $ is consistent with rates for similar space in Nome and other comparable markets where TSA has remote office locations in close proximity or at the airport. 7. DESCRIPTION OF THE MARKET SURVEY CONDUCTED: The Nome Airport and airport tenants including commercial airline and cargo companies were contacted, as well as attempts to reach local brokers to determine alternative locations that could meet the Agencies requirements. The recent sale of the Nome Federal Building to a private party was also considered. No suitable alternative space was found. 8. OTHER FACTS SUPPORTING USE OF OTHER THAN FULL AND OPEN COMPETITION. No suitable space was found on-airport due to the underdevelopment of the Nome airport, and non-compliance with ABAAS standards for existing on-airport space. 9. LIST OF SOURCES THAT EXPRESSED INTEREST IN THE ACQUSITION. No sources expressed interest in the acquisition. 10. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION. The vacancy rate is reported to be less than 5%, and available space is generally marketed via word of mouth 11. CONTRACTING OFFICER CERTIFICATION.
