- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912EQ-13-Q-0029 and is being issued as a Request for Quote (RFQ). This acquisition is being issued as Small Business. The associated NAICS code is 331210 with 1,000 employee size standard. All responsible sources may submit a quote, which shall be considered by the agency. Quotes may be submitted in hard copy or electronically, either through email, or by facsimile. Regardless of method of delivery, it is the offeror's responsibility to ensure receipt of quotes by the time and date stated herein. Contractors shall submit a lump sum quotation on company letterhead to include all charges for the below listed items to be delivered in accordance with the specifications listed below: DESCRIPTION/SPECIFICATIONS: Contractor shall provide all necessary labor, equipment, material, supervision, transportation and any services necessary to deliver (69) - 8 inch x 3 inch HDPE to 304 Stainless Steel Male Pipe Threaded End with 3 inch 316 Stainless Steel Camlock and (69) - 8 inch Ductile Iron Bodied Mechanical Couplings (inclusive of bolts and specified gasket) for joining HDPE to Ensley Engineer Yard, 2915 Riverport Road. Memphis, TN 38109 CLIN 0001: (69) - 8 inch x 3 inch HDPE to 304 Stainless Steel Male Pipe Threaded End with 3 inch 316 Stainless Steel Camlock 8 inch X 3 inch Fabricated Reducer shall be fabricated from the following: a. 3 inch female Camlock fitting with female pipe threads, Part D made from 316 Stainless Steel b. 8 inch Standard Pipe Dimension Ration (SDR)-11 fabricated end cap made in accordance to ASTM F2620 having a minimum cell classification under ASTM D3350 meeting 445474C c. HDPE to Stainless steel transition shall be 3 inches made from POLY-CAM Series 710 threaded transition adapter or similar with 304 Stainless Steel having male pipe threads for joining to above referenced female Camlock fitting. The components shall be combined using appropriate industry standards to ensure the reducer meets all minimum pressure requirements for the SDR-11 HDPE piping. The total length of this reducer shall not exceed 13 inches and shall have an 8 inch end cap that does not exceed 5 inches in length. Final fabricated reducer shall be constructed within appropriate tolerances and be of near identical construction, dimension, and material as that shown in the attached drawing CLIN 0002: (69) - 8 inch Ductile Iron Bodied Mechanical Couplings (inclusive of bolts and specified gasket) for joining HDPE 8 inch Nominal Size High Density Polyethylene Pipe Couplings shall be: 8 inch nominal size and shall be a Shurjoint Model H305 HDP Coupling (see Attachment) or equivalent ductile iron bodied (ASTM A536, Grade 65-45-12) mechanical coupling in both standards and specifications including nuts, bolts, gasket, and painted surface. The coupling shall form a leak-tight joint that is as strong (or stronger) than the pipe itself. The surface finish shall be standard enamel coated finish painted ORANGE. Rubber gasket shall be Grade T Nitrile or equivalent gasket compatible for use with Ammonium Nitrate bulk emulsion blasting agents. MSDS is available if necessary. Bolts and nuts shall be heat treated carbon manganese steel track bolts. Nuts shall be heavy duty hexagonal nuts meeting ASTM A563 standards and resist corrosion. DELIVERIES Quick turnaround is necessary in order for the Government to fulfill its mission. Therefore, the items to be supplied under this purchase order shall be delivered on site within the earliest delivery date available, but no later than Thirty (30) days after award. The first 35 - Fabricated reducers (8 inch X 3 inch) shall be expedited and delivered earlier than 30 days NLT 14 days after receipt of order. Please include your earliest delivery dates available with quote submission. SUBMISSION REQUIREMENTS Contractors shall submit quote on company letterhead to include all charges including delivery in accordance with the specifications above. A specification sheet to include sketch or drawing of the reducer and coupling shall be provided for confirmation of product compliance in accordance with the specifications. Contractor shall submit completed clause 52.212-3, Offeror Representation and Certifications, Commercial Items.
