Description
The USACE Wilmington District is contemplating a solicitation for Southport Shoreline Protection Project. The purpose of the project is to provide erosion protection measures to a section of Cape Fear River shoreline in the vicinity of the wastewater pumping station in Southport, NC. The work will consist of removal of existing stone and concrete rubble and debris and placement of bedding stone topped with armor stone along a stretch of approximately 350 linear feet of shoreline. The bedding stone will be NCDOT Class B stone (5 quote mark -12 quote mark granite). The bedding stone will be placed on a layer of geotextile fabric. The armor stone will be 600 to 1,100 pound granite stone with 50% of the stone weighing more than 850 pounds. The work site is in an area which has semi-diurnal tides where the tidal range is greater than 4 feet so part of the site will be inundated with water periodically. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award. Potential contractors must also have current Online Representations and Certification Application on file with SAM. (See website https://www.sam.gov/portal/public/SAM). The magnitude of this project is between $250,000 and $500,000. This proposed contract is being considered as a set-aside under a small-business set-aside program. The North American Industry Classification System (NAICS) for this acquisition is 237990, with a size standard of $33,500,000.00. The Government is interested in a small business including, 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, that are interested in performing this requirement. The Government requests that interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partners. The Government will use this information when determining its small business set-aside decision.
