- Drydock and Repairs to NOAA Ship Okeanos Explorer The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydocking and repairs to NOAA Ship Okeanos Explorer. The Okeanos Explorer is 224 feet long overall, and its home port is North Kingston, RI 02852. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Temporary Services; Drydocking and Routine Drydock Work, Stem Thruster Repairs, SBP Array Mounts Modifications OPTION ITEMS: Additional Work The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 13 calendar days, with a start date on April 29, 2013 with a completion date on May 11, 2013. The ship's transit time from its homeport in North Kingston, RI to and from the contractor's facility is included in the specified performance period. The vessel will not be available for a pre-bid inspection. This procurement is being issued on an unrestricted basis. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as an Invitation for Bids (IFB) in accordance with FAR Part 14; the IFB will be issued on or about March 15, 2013 with proposals due on or about April 17, 2013. The anticipated award date is April 26, 2013. The Government anticipates awarding a firm fixed price contract to the contractor whose bid conforming to the solicitation, will be most advantageous to the Government, considering only price and the price related factors specified in the solicitation. The IFB will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the IFB will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the IFB, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the IFB. Prospective bidders who are interested in submitting a bid for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Bidders must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; Bidders must also obtain a Data Universal Numbering System (DUNS) number and provide it with the bid. All responsible sources may submit a bid, which shall be considered by the agency.
