Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Radiometric Thermal Imaging System to be used with the Axtron chemical vapor deposition (CVD) system. This unit will be used to characterize the CVD environment during experiments carried out in custom built reactor installed in the Axtron System. Data provided by the imaging system will give a unique understanding about the thermal conditions, and significantly enhance the research teams ability to control/modify the crystal growth environment. Because the system will be used with a custom hot-wall CVD the thermal imaging system must comply with optical, space and connectivity parameters. The file reactor internals.pdf (attached to the solicitation) pictorially shows the target for the imaging system along with a schematic of the internals of the CVD system that must work with the camera/lens configuration. The thermal imaging system must come with thermal radiometric imaging camera, lens and software. Because of the unique environment we must strictly comply with the parameters for each item listed below: Note: millimeter= mm 1. System must be able to read temperatures in the 1400-2000degrees Celsius range. -- Temperature range must be obtainable with one set of lenses and calibration files (i.e. no software or hardware modifications necessary during operation in order to read temperatures in this range) 2. Radiometric thermal imaging camera unit must return pixel data in terms of calibrated temperature not pixel intensity; -- Software produced values (from raw pixel intensity) is NOT sufficient -- Celsius or Kelvin scale is acceptable 3. Camera unit must store calibration values on board. 4. Must use wavelengths less than 900 nanometers (this is also known as spectral response) 5. Must have a focusable lens capable of providing a field of view (FOV) 2 mm (horizontal) x 15 mm (vertical) working at a distance of 530 mm. 6. Working at a distance of 530 mm the camera lens system must have a spatial temperature resolution 0.1 mm or smaller 7. The unit including lens must be less than 330 mm (13 inches) long 8. Camera and lens configuration must be less than 60 mm wide and 70 mm tall 9. Power source: 24 volts DC, less than 2 amps current draw 10. Ethernet communication (Gigabit Ethernet (GigE) acceptable) 11. Must have Active X SDK (software development kit) and/or LabView virtual instruments (VI) 12. Software must be capable of performing temperature calibration of the unit 13. Software must be compatible with Windows 7 operating platform 14. Software must be fully capable of running the thermal imaging system -- Capable of image and data capture -- Capable of data analysis in terms temperature -- Data output in terms of Celsius or Kelvin scale acceptable The provisions and clauses in the RFQ are those in effect through FAC _2005_- 65. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334513 and 500 employees, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135. Delivery shall be FOB Destination. Offers for the items(s) described above are due by close of business March 21, 2013, to Antoinette M. Niebieszczanski, NASA Glenn Research Center, 21000 Brookpark Road, Mail Stop 60-1, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (AUG 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Offerors must include completed copies of the provision at 52.212-3 (APR 2012), Offeror Representations and Certifications - Commercial Items with their offer.
