THIS IS NOT A REQUEST FOR PROPOSALS Solicitation Number: GS-04P-13-BV-D-XXXX / Notice Type: Presolicitation Synopsis: THE GENERAL SERVICES ADMINISTRATION (GSA), SOUTHEAST SUNBELT REGION 4 ANNOUNCES A PRE-SOLICITATION NOTICE FOR THE OPPORTUNITY TO PERFORM DESIGN-BUILD/REPAIR & ALTERATION SERVICES-FOR SIX (6) INDEFINITE DELIVERY INDEFINITE (IDIQ) CONTRACTS. THIS REQUIREMENT WILL BE SET-ASIDE EXCLUSIVELY FOR SERVICE-DISABLED VETERAN OWNED BUSINESS CONCERNS WITH THEIR PRIMARY OFFICE LOCATED WITHIN THE STATES OF GEORGIA, FLORDIA, SOUTH CAROLINA, AND NORTH CAROLINA. This is not a solicitation or invitation for offerors to submit proposals or questions. The scope of services involve repairs and alterations, including design-build to Government owned facilities and leased space in various locations within the States of Georgia, Florida, South Carolina, and North Carolina under task orders issued by the Contracting Officer and Designated Ordering Officials. The scope of services includes renovations, preparation of contract drawings and specifications sealed by registered professions for design-build purposes within their areas of expertise and the construction thereof; general construction services including wall partition construction, modification and alteration of floor and wall mounted telephones, signal, and power outlets to be included in the modification of associated conduit, surface mounted raceway and various under floor duct systems; installation of new and the alteration of existing power panels; carpet and carpet tile installation; painting; HVAC duct work modification and repair; door, door frame, and door set hardware installation; installation of various wall coverings and draperies; communications cabling; grid ceiling and lighting installation and modification; modification of existing building fire sprinkler systems; and other such related work which would be outlined in task order and job drawings. Provide design and/or construction related to architectural, structural, civil geotechnical, mechanical, and electrical engineering; hazardous material identification, abatement and monitoring; landscape architecture; elevator, and security planning/design; interior design; life safety/fire-protection; historic preservation requirements; and the checking of shop drawings/materials. The services required for design (in whole or part) is for renovation/alteration projects with design-build requirements. This requirement is set aside exclusively for Service - Disabled Veteran - Owned Small Business (SDVOSB) participation only in accordance with FAR Subpart 19.5 - Set- Asides for Small Business. NAICS - 236220 with a size standard of $33.5 million. The estimated range for the total contract value is between $0 and $25M. Contract award date is proposed for June 06, 2016. The solicitation will be issued on or about April 04, 2013-with proposals due not later than COB May 16, 2013. P roposals will be due 30 days after issuance. Each award will be made with a period of performance consisting of one (1) 12-month base period with four (4) 12-month options. Award will be for a firm fixed price contract. The procurement method shall be a competitively negotiated Request for Proposals, but an a ward without discussions is contemplated. The following evaluation factors shall be used in determining the contractor offering the best value to the Government: Factor 1 - Corporate Experience, Factor 2 - Safety, and Factor 3 - Past Performance. The distribution of the solicitation and associated updates, notices and amendments will be accomplished solely through the FedBizOpps website at http://www.fbo.gov/. Hard copies of the solicitation documents will not be available. Interested parties are responsible for monitoring the FedBizOpps website to ensure they have the most up-to-date information about this solicitation. The subject solicitation includes Sensitive but Unclassified (SBU) information. For reasons of security and before release of SBU information, the requestor must complete the Document Security Notice to Prospective Bidders/Offerors Form, and provide the following information: company name and address, point of contact name, phone number and email address, company DUNS number and Tax ID number, company's bonding limitation for a single contract, and a copy of the company's business license. All requests shall be submitted on the company's official letterhead via email to josef.thornton@gsa.gov, or Julius.teal@gsa.gov. Specifications and requirements will be furnished, with the solicitation, to all eligible and interested parties via email, mail, or fax. THIS IS NOT A REQUEST FOR PROPOSALS
