- Statement of Work Alarm Monitoring and CCTV System INTRODUCTION To establish a 24/7 VA Police Operations Center at Jefferson Barracks. UNIT DEFINITIION To establish alarm and CCTV monitoring capabilities in the Jefferson Barracks 24/7 Police Operations Center. Any future reference dealing this contract and installation that makes mention of Cat5 cable will be replaced with Cat6 cable. SCOPE of WORK Task1: Contractor Requirements Subtask 1.1: Contractor will ensure that they have at least six employees Factory Trained and Certified in the Software House CCure 9000, and no less than two employees who have successfully passed the Software House CCure 9000 Advanced Integrator Certification. Subtask 1.2: Contractor will endure that they have at least six employees Factory Trained and Certified in the March Networks R5 platforms. Subtask 1.3: Contractor should have proof of providing Enterprise level installations, upgrades and service of Software House, March Networks and Stento products for over eight years. Subtask 1.4: Contractors should be able to provide proof of installations performed by their company that meet or exceed the following requirements: Over 1,500 access controlled doors using the Software House platform. Over 1,500 CCTV cameras managed by March Networks R5 platform. At least one deployment of Stento using Analog station, IP stations and IP cabinets on a single system. Subtask 1.5: Contractor must coordinate with current system vendor to ensure Software, Firmware, and Operational compatibility, system install standards, programming and naming conventions and ensure that new work does not affect the current System Maintenance Agreement. Current system is a complete new installation with uniform equipment and installation practices that need to be maintained. SCOPE OF SERVICES Task 1: Project Management Subtask 1.1: Project Management. The Contractor will provide four 46" LCD monitors which will be located on one wall. These monitors will sit on wall mounted cabinets. The wall mounted cabinets will be arranged to house PCs, wiring, monitor controls, and UPSs. A wire chase will be integrated under the cabinets to allow easy access to wiring. Monitors will be distributed horizontally; allowing clear sightlines from the console. A network synchronized clock will be installed on the monitor wall. It will be synched to the NTP time server supplied as part of this project. Subtask 1.2: Project Management. The contractor will provide a Dispatch Console with motorized operator height adjustments and an integrated monitor arm will be provided. This console will be equipped with electronic component storage integrated into the base. Four 22" monitors will be installed on the monitor arm. Subtask 1.3: Project Management. The contractor will provide one single high power Workstation will drive all eight monitors. This will allow one single mouse and keyboard to be used seamlessly across all monitors. The PC will be designed to simultaneously provide up to five monitors with CCTV video, one monitor running your Computer Aided Dispatch Software, one running REGIS, and one running another desired application. A wireless keyboard and mouse will be provided. Special shortcuts will be programmed to allow the mouse to be easily located across the monitors. A backup Workstation will be included. This workstation will be integrated in such a fashion to allow it to be pressed into service without having to change any cabling. Please note that the associated wireless mouse and keyboard will need to be swapped. Subtask 1.4: Project Management. The contractor will provide UPS Power to all devices in this proposal. UPSs will be distributed to service their individual devices or areas. Subtask 1.5: Project Management. The contractor will provide Access Control to allow a single database, yet autonomous operation between JB and JC, the system will be changed to a Global/Regional Server architecture. Pricing includes adding a Global Server at JB, as well as providing a Regional Server for the JB campus. Both Servers will be rack mounted in the Equipment Room. A pull out shelf KVM will be installed in the rack to allow the servers to be serviced. A new 16 Reader I*Star with be installed in the Equipment Room. It will be equipped with one I-8and one O-8 board, and two lock power supplies. The door to the Equipment Room and the door into the Control Room will be equipped with reader/keypads, maglocks and all accessories have been removed, as it is our understanding that this is part of a construction project..A complete badging workstation will be provided. This includes the PC, monitor, small UPS, badging camera, and PVC printer. Location of Badging Workstation to be determined. Subtask 1.6: Project Management. The Contractor will provide a complete CCTV system. Six, eight-camera NVRs will be installed. A total of 48TB of storage will be provided. Three sixteen camera power supplies and three 16 channel rack mounted twisted pair adapter will be installed. Control for up to 24 PTZ cameras has been included. Each NVR will be equipped with alarm cards. One camera will be installed in the hallway at the entrance to the Control Room. One camera will be installed in the Control Room to provide general coverage of the space. One camera will be installed in the Equipment Room to cover the entrance to the room. All supporting electronics will be installed in one of the Equipment Room 19" Racks. Subtask 1.7: Project Management. The contractor will a complete audio recording system is included, and will be on the same platform as the CCTV system. A ceiling mic will be provided in the Control Room, up to two phones will be recorded, the Intercom Master Station will be recorded, up to two radio channels will be recorded. Six additional channels will be provided as spares. All supporting electronics will be installed in one of the Equipment Room 19" Racks. Subtask 1.8: Project Management. The contractor will provide a complete intercom system. A desk master station will be provided on the console. A substation will be provided at the Control Room Door. The Intercom System will be integrated with the Access Control system to allow the doors to be automatically released. All supporting electronics will be installed in one of the Equipment Room 19" Racks. Subtask 1.9: Project Management. The contractor will establish a NTP Timer Server that will be provided as part of this project. All devices that allow NTP synchronization (the Access Control System, CCTV System, Audio Recording System, Wall Mounted Clock, Intercom, and all workstations) will be synched with this server. Subtask 1.10: Project Management. The contractor will provide all associated parts including all network electronics necessary to support the needs of the Security System devices on a Gigabit backbone. One multiport Gigabit fiber switch is included to consolidate all of the outlying buildings. The contractor will include extending fiber between the existing JB main fiber hub and the Equipment Room. The contractor will provide 24 strands of multimode and 24 strands of single mode fiber, terminated on rack mounted patch panels on both ends. This will allow easy connection to outlying buildings Subtask 1.11: Project Management. The contractor will establish an equipment Room designed to house all of the equipment that is not necessary to be located in the Control Room. This will allow technical staff to service the equipment without interruption of the Dispatcher, and will reduce fan noise from the Control Room. Four 19" equipment racks will be provided, with ladder racking above the racks leading to both the hallway and to the Control Room. The equipment racks will be equipped with locking front and rear doors, as well as an end panel. Each equipment rack will be provided with a 2,000VA UPS and power strip. No specialized electrical cooling features have been included for the racks. Subtask 1.12: Project Management. Contractor will insure that all equipment and systems used in this project are Software House compatible this will allow for an easy conversion from existing equipment at the John Cochran facility to the Jefferson Barracks facility. Subtask 1.13: Project Management. Contractor will be responsible for connecting equipment to existing ISTAR panels, Motion detectors, and duress buttons in existing facilities at the Jefferson Barracks location Subtask 1.14: Project Management. Contractor must provide a complete system test at each building to ensure all devices are working and reporting as expected. Initial test will be conducted at the completing of installation and prior to acceptance of the work. Subtask 1.15: Training. The Contractor will be responsible for all initial training of Police Dispatchers and Police Supervisors on use of the Software House C*CURE 9000 system and all associated CCTV equipment Subtask 1.16: Training. The Contractor will be responsible making available any additional training that becomes available through Software House. Subtask 1.17: Project Management. The Contractor will furnish and install two CAT 6 cables from the Police Operations Center to the existing security control equipment located in Building 1 Room GC11. The Contractor must provide and install data jacks in the Police Operations Center and connect the equipment to the installed data jacks. The Contractor shall be responsible for landing the CAT 6 cables on the existing security control equipment in Building 1 Room GC11. All material and work shall be in accordance with VA specifications and shall be coordinated with the existing VA security vendor under contract for security system maintenance.
